여수 돌산(섬)의 갓 산업 발전전략에 관한 연구 (A Study on the Development Strategies for Yeosu Dolsan Leaf Mustard Industry.)

초록

WTO체제와 FTA 협상이 본격적으로 시행되면서 경쟁력 없는 농산물이나 농업분야는 경쟁력을 잃어가고 있다. 이에 따라 각 지방자치단체들은 지역의 특산물을 중심으로 경쟁력을 강화하여 농업소득과 지역경제 활성화 방안을 수립하여 시행하고 있다. 여수 돌산 갓은 전국 생산량의 80%를 차지하고 있다. 또한 생산농가의 연간생산액은 약 350여억원, 제조 및 가공업체 판매액은 년 600억에 달하여 단일품목으로는 년 간 약 1,000억여 원에 달하는 지역특화산업이다.
본 논문에서는 돌산 갓 산업의 생산단계에서의 문제점을 분석하고 발전 전략을 제시하고자 하였다. 이를 위해 생산농가 118호를 직접 설문조사를 통하여 현황과 문제점을 분석하였다. 그 결과 돌산 갓 산업도 이제는 부가가치를 생산지 단계에서 제고할 수 있는 생산, 유통, 가공, 체험, 관광산업과 연계하여 융복합화 산업으로 육성시켜 나가야 한다. 이를 위해 산지에 현대적인 생산기반 인프라 구축, 고품질과 품질인증제 강화, R&D투자, 전자상거래 시스템 구축, 브랜드가치제고 등 종합적인 마케팅 전략 수립이 요구된다. 세부적인 발전방안은 다음과 같다. 첫째. 농산물 산지유통센터(APC)를 건립하여 산지유통의 규모화로 생산의 집적화, 관리운영, 마케팅 효율성 제고를 통한 산지단계에서 농산물 부가가치를 제고해야 한다.
둘째. 갓 관련 식품소재기업을 육성하여 다양한 돌산 갓 가공식품(상품)을 개발하기 위해 연관된 식품산업 클러스터를 구축해야 한다.
셋째. 돌산 갓 김치의 명품화 마케팅 전략이 추진되어야 한다.
넷째. 돌산 갓(김치) 품질 및 식품안전관리 시스템 구축을 위한 HACCP, GAP등 품질인증사업을 확대 지원해야 한다.
다섯째. 돌산 갓 산업 발전을 위해서는 3차 산업인 지역관광 산업등과 연계된 다양한 체험시스템 및 관련 프로그램을 개발해야 한다.
여섯째. 전국 최대의 갓 주산단지인 여수 돌산지역에 돌산 갓 6차산업화 특구를 조성하여 융복합산업화 기반을 구축하여 육성해 나가야 한다.

영어초록

Although the agricultural industry in Yeosu is relatively less developed, Yeosu Dolsan is well known for its large production of leaf mustard which has also become Yeosu’s representative agricultural product. Yeosu Dolsan’s leaf mustard (kimchi) has become an important income source for farms and its high reputation and brand prestige acts as an invigoration to the local economy.
Today, the WTO system and the extension of FTA has facilitated globalization. Thus, domestic products that lack competitiveness can no longer hold their positions since imported foreign agricultural products face less regulation. In addition, the trend of consumption has changed. Consumers are more concerned with quality than quantity, and safety of food, brand prestige, and well-being are taken into large consideration along with convenience in purchasing.
The purpose of this research is to analyze the current statue and problems related to the Dolsan leaf mustard industry in line with changes in the market environment and to come up with some decent development strategies. Important issues related to the Dolsan leaf mustard industry are the below.
First, while the size of products are minimal, the producer are aging. Second, the Dolsan leaf mustard industry lags behind the distribution structure and lacks stable selling stores. Third, modernization of infrastructure in line with production, process, selling, and quality management is required. Fourth, various strategies to enlarge and facilitate the consumption of Dolsan leaf mustard and Dolsan leaf mustard kimchi are necessary. Fifth, the support and system to encourage the Dolsan leaf mustard industry is still insufficient.
Development strategies for the Dolsan leaf mustard industry are the following. First, an agriculture product center(APC) should be established to improve efficiency of production, process, distribution, operation, and marketing. Second, food enterprises related to leaf mustard must be brought in for the various development of Dolsan leaf mustard food products. Third, strategies to improve the brand prestige of Dolsan leaf mustard must be conducted and implemented. Fourth, support for quality certificates such as HACCP and GAP should be provided in order to construct a more reliable and solid food safety management system. Fifth, active PR and selling must be promoted through developing programs related to the tourism industry. Sixth, Dolsan area must be set as a special area for Dolsan leaf mustard 6th industry, so it can build bases for integration industry. When these strategies are established and implemented, Dolsan leaf mustard industry will contribute more to the increase in local farm incomes and the development of local economy.
