초록

상업용 무인선박은 선원비용 절감, 인적요인에 따라 발생되는 해양사고 경감 및 선박 운항비 절감 등과 같은 장점을 가지고 있다. 상업용 무인선박은 변화 하는 해운환경에 효과적으로 운항 할 수 있는 차세대 선박으로 그 필요성에 대 해 꾸준히 제기되어왔다. 특히, 유럽연합에서는 MUNIN 프로젝트를 통해 상업 용 무인선박에 대한 기술개발의 필요성 및 경제성 분석, 방향성을 제시해 주었 다. 현재는 롤스로이스 블루오션 프로젝트를 통해 2020년 상업용 무인선박의 상용화를 목표로 관련 기술을 개발 중에 있다. 하지만 상업용 무인선박이 화되기에 앞서 선행되어야 할 사항으로 법·제도적 문제점 및 쟁점사항에 대한 검토가 필요할 것이다.
이 논문에서는 상업용 무인선박의 현황 및 법적지위에 대하여 고찰하며, 이 를 통하여 해상안전을 중심으로 하는 국제해사협약의 적용요건을 검토하고자 한다. 결론에서는 상업용 무인선박이 운항하기 위한 조건으로 국제협약상의 개 념적 정의 및 국제해사협약을 통한 물적 · 인적분야에 대한 국제적 기준마련의 필요성을 제언하고자 한다.

영어초록

When it coms to Unmanned Commercial Ships, there are considerable benefits in shipping industry, ranging from cost efficiency for crew costs, ship operation costs and the prevention of marine accidents caused by human elements. Therefore, with the rapid change of shipping environment, they can be regarded as next generation ships since it can be efficiently operated by shipping companies. In particular, the European Union was given a guidance to develop Unmanned Commercial Ships by Maritime Unmanned Navigation through Intelligence in Networks project, which was demonstrated the necessity of technology advancement and economical benefits in relation to Unmanned Commercial Ships. In addition, Rolls-Royce Company, which is specialised in manufacture and service integrated power systems for use in the air, on land and at sea, addressed the fact that they will complete and commercialise the technology development of Unmanned Commercial Ships until 2020. However, above all, where the unmanned commercial ship should need to examine the legal aspects and institution in advance introduction of Unmanned commercial ships in shipping industry.
This paper will deal with the legal status and the present technology state in terms of Unmanned commercial ships. According to the analysis of legal status of Unmanned Commercial Ships, we will review whether they can be applicable for international maritime conventions such as the aspects of maritime safety, marine environment, etc. In conclusion, there is a need to consider and amend relevant international maritime conventions relating to the legal definitions, physical and human elements, etc. so as to facilitate early realisation of unmanned commercial ships’ era.
