Confidential data (proposer’s data entry template)
Where a specification is proposed jointly by two or more manufacturers who produce their technical materials (TC/TK) independently, each manufacturer must submit a separate file of confidential data.

Non-confidential data (proposer’s data entry and specification templates)
Where a specification is proposed jointly by two or more manufacturers, non-confidential data may also be submitted jointly but the source(s) of data or information must be attributed to the appropriate proposer(s).
FAO/WHO manual (for example, by deletion of clauses or insertion of non-standard clauses, or involve limits that are more lax than those given in the manual), the proposer must provide a brief, written justification for the deviations proposed, together with supporting data if appropriate.
Justification is not usually required if the proposed limits are more stringent than those given in the guidelines.
