I. Problem IdentificationA. What is Digital Divide?
According to the OECD, Digital Divide is defined as “the gap between individuals, households, businesses and geographic areas at different socio-economic levels with regard both to their opportunities to access information and communication technologies (ICTs) and to their use of the Internet for a wide variety of activities.” It has been an issue of importance since the development of the Internet and the increased availability of information online. Initially, due to the high price of gadgets and expensive fees for accessing the Internet, access to a myriad of data online was only the privilege of the Haves. Inequality in terms of access to Internet meant inequality in terms of access to information, and the gap was naturally created between the Haves and the Have-nots. The divide exists between persons of different household income, age, race/ethnicity, community and level of highest education.
