Ⅰ. Introduction

In the past number of years the labelling of genetically modified foods has become a major issue of controversy for the European Union. The problem has been exacerbated by the whole BSE crisis which has ensured that the European Union continually has to think of how to regulate the food market from "farm to fork".
On the question of genetically modified foods, the European Union has been faced by the fact of having to ensure that consumers are confident that the information they are provided with concerning these new types of foodstuffs will allay many of their perceived fears about the safety and long term health effects involved in using these foodstuffs.
In an Eurobarometer poll (2011), 70 percent of those polled do not want GM food and 56.4 percent believes in the proposition that "GMO-based food is dangerous."
The European Union has been trying through a number of legislative initiatives to allay the fears of consumes to such food products, while at the same time ensuring that there are no obstacles to the smooth functioning of the Internal Market for foodstuffs, whether produced genetically or not.
