본문내용
1.서론도시화, 산업화가 가속되고 생활환경이 점차 개선됨에 따라 신제품 개발 등으로 폐기물 발생량은 계속 증가하고 있다. 이에 폐기물을 수집․운반․처리하는 문제와 매립에 따른 침출수 처리문제 등이 대두되고 있다.
현재 우리나라는 폐기물의 발생억제, 재활용, 중간처리의 확대를 추진하고 있으나 당분간은 폐기물처리과정에서 폐기물매립지가 담당해야하는 역할은 무시할 수 없을 것이다. 하지만 그간 폐기물매립지에 대한 혐오적 이미지와 지역이기주의, 지가상승 및 매립지 건설비의 급등으로 신규 매립지의 확보가 어려운 실정이다.
한편 최근 세계적으로 대량의 폐기물을 단기간에 배출하는 구조로부터 유한자원을 유용히 사용하고자 하는 순환형사회의 형성을 향한 구체적 행동이 취해지고 있는 가운데, 폐기물 매립기술도 자원순환에 중요한 역할을 담당해야 하는 시대를 맞이하고 있다. 또한 폐기물처리기술의 발달, 폐기물성상의 변화, 폐기물처리에서 매립지의 역할에 대한 인식변화 등으로 인해, 현재 선진국에서는 매립방식에 많은 변화를 모색하고 있다.
우리나라의 폐기물매립지 관리는 1990년대부터 위생매립과 안전매립에 초점을 맞춰 폐기물매립시설의 설치기준이 선진국 수준으로 강화되고 있으나, 아직 폐기물매립지의 운영 및 관리수준은 후진국을 벗어나지 못하고 각종 환경오염 초래와 비효율적인 관리방식에서 벗어나지 못하고 있는 실정이다.
환경부에서는 폐기물을 발생단계에서부터 감량화시키는 정책을 최우선 순위에 두고 쓰레기 배출량에 따라 처리비용을 부과하는 쓰레기 종량제를 도입․시행함으로써 배출단계에서 감량화를 유도하고, 일회용품 사용을 자제하도록 감량정책을 강화하고 있다. 가장 좋은 방법은 쓰레기가 발생치 않도록 원인을 없애는 것이지만, 이것은 사실상 불가능하기 때문에 대신 재활용률을 높이고 소각장을 늘려 매립량을 최소화하려고 하지만 매립을 전혀 하지 않고는 발생쓰레기를 처리한다는 것은 힘든 일이다.
