초·중등학교 학생상담 정책에 대한 역사적 신제도주의의 분석: 2004년-2020년을 중심으로 (An Analysis of Historical Institutionalism on Student Counseling Policy in Elementary and Secondary Schools between 2004 and 2020)

초록

본 연구는 제도를 복합체로 바라보는 역사적 신제도주의의 접근에서 초중등학교 학생상담 정책의 변화에 대한 각 요인들의 재결합 과정을 살펴보고자 하였다. 연구 결과, 초중등학교 학생상담 정책은 결정적 사건을 기준으로 1기(2004년-2007년), 2기(2008년~20011년), 3기(2012년~2017년), 4기(2018년~2020년) 총 4개의 시기로 구분되었다. 또한, 학생상담 정책은 위기학생 중심 학생상담 패러다임의 고착화, 권력을 지닌 행위자 중심의 제도 변화, 하향식 정책집행에 따른 정책집행자의 불응, 입법의 지체로 인해 제도의 큰 틀은 유지하면서 일부 구성 요소들이 점진적으로 변화하는 것으로 나타났다.
연구에서 도출된 결과를 바탕으로 초·중등학교 전 학생을 대상으로 하는 예방적 학생상담 패러다임으로의 전환, 정책집행자들의 정책결정과정에서의 참여 확대, 사회적 합의를 통한 제도 입법화의 필요성을 제언하였다.

영어초록

This study attempted to examine the recombination process of each factor in the change of elementary and secondary school student counseling policy in the historical institutionalistic approach, which views the system as a complex. The study results showed that based on the decisive event, the primary and secondary school student counseling policy was divided into a total of four periods: 1st (2004-2007), 2nd (2008-2001), 3rd (2012-2017), and 4th (2018-2020). In addition, the student counseling policy has appeared to change gradually while maintaining the large systematic frame due to the fixation of the student counseling paradigm centered on at-risk student, institutional change centered on actors with power, non-compliance of policy executors due to top-down policy execution, and delay in legislation. Based on the results, the study suggested the need for a transition to a 'preventive student counseling paradigm' for all elementary and secondary school students, expansion of policy executors' participation in the policy-making process, and the need for legislate the system through social consensus.
