촛불의 운동정치와 87년 체제의 ‘이중 전환’ 2016년 촛불은 87년 체제의 완성인가? 87년 체제 전환의 시작인가? (Candlelight Movement Politics and the ‘Dual Transformation’ of Korean Democracy)

초록

이 글은 박근혜 퇴진운동속에서 촛불시위의 운동정치를 규명하는 것을 첫번째 목표로 한다. 관련하여 이 글은 두 가지 전제를 제시할 것이다. 첫째 박근혜 퇴진운동과 촛불시위는 구분되어야한다. 둘째, 우리는 촛불시위와 박근혜 퇴진운동에 등장하는 다양한 복수의 이질적인 행위자들의 구성에 주목해야한다. 이어 논문은 첫째 역사사회학과사회운동론을 이론적 기초로 삼아 박근혜퇴진운동속에서 촛불의 운동정치를 분석하고, 박근혜퇴진운동을 혁명이 아니라 사회운동론에서 '이슈캠페인'과 '항의사이클'의 두가지 성격을 가진 동원형태로 구분한다. 후반부는 촛불의 운동정치와 87년 체제의 이중적 관계성에 대한 분석이다. 박근혜 정부가 등장한후 거의 붕괴 직전에 이르른 자유주의적 민주주의의 위기는 사실 두 가지가 혼재된 위기였다 – 하나는 국정농단과 권력의사유화로 대의제 민주주의가 더 이상 기능하지 못하는 정치적 민주주의의 위기, 또 하나는 자유주의적 정치적 민주화와 이어 진행된 경제적 전환의 이중전환의 내부적 한계에 따른 위기다. 그런 점에서 두 가지 위기는 중첩돼있고 긴밀하게 연결돼있다. 결론적으로 2016년 퇴진촛불시위는 87년 체제를 통해서 87년 체제의 위기를 봉합하는 제1 단계의 기획은 성공했다. 하지만 87년체제 자체를 넘어서는 제2단계의 기획은 성공할수 있을까? 혹은 과연 87년체제의 정치적 자유화와 경제적 자유화를 넘어서는 새로운전환은 무엇일까? 이것이 제기되어야 할 마지막 질문이다.

영어초록

This paper argues that the naming and defining of a social movement or protest events is a kind of struggle on 'historical symbol'. In this regard, the paper will reject the coinage of "Candlelight Revolution", to be away from the romanticization and sanctification of the candlelight protest during 2016-2017 years. Theoretically built upon historical sociology and social movement studies, the paper defines the 2016 Candlelight Protest as an issue campaign and a protest cycle. The second part is focusing on the dual relationship between the movement politics of the candlelight protest and 'the year 87 regime's crisis. The crisis of liberal democracy, which almost collapsed after the emergence of the Park Geun-hye administration, is dual crisis in which two obstacles are complicatedly mixed. One is the crisis of formal democracy in which representative democracy is no longer functioning due to the privatization of the state power and system, and the other crisis is a crisis embedded in capitalist democracy itself, which is only self limited within liberal hegemony and overlaps and develops in tandem with neoliberal economic transition. In that respect, the two crises are overlapping and tightly connected. The remaining question is whether the overwhelming power of the 2016 Caandlelight protest has not only restored the year 87 regime, but also can overcome the crisis of year 87 regime, to be savior of Korean democracy.
