고위험시스템의 사고예방과 관리 탐색: 유해화학물질 위험관리에 대한 ‘정상사고이론’(Normal Accident Theory)을 넘어 (Exploring Accidents Prevention and Management on the High Risk System: Beyond Normal Accident Theory on the Risk Management of Hazardous Chemicals)

초록

본 연구는 유해화학물질사고의 예방과 대응의 근본적 어려움을 토론하고, 보다 더 효과적인 위험관리 방안을 탐색하는데 목적이 있다. 우리 정부가 유해화학물질 위험관리에 대해 취해 온 정책적 입장은 ‘안전관리를 강화하면, 사고를 예방할 수 있다’는 낙관적인 것이다. 이것은 ‘고도신뢰조직’(High Reliability Organization) 관점이 상정하는 위험관리에 대한 낙관적 관점과 유사하다. 그러나 이와 정반대의 입장에 있는 ‘정상사고이론’(Normal Accident Theory)은 유해화학물질사고의 예방과 관리는 근본적으로 어려움을 안고 있다는 비관적 관점을 가지고 있다. 본 논문은 정상사고이론과 고도신뢰조직의 관점을 비교하면서 화학사고 위험관리의 어려움과 가능성을 살펴보았다. 그리고 우리나라 화학사고 위험관리의 어려움과 현재 화학산업단지들이 안고 있는 몇 가지 문제점들을 확인하고, 이러한 유해화학물질 관련 화학사고의 위험관리의 어려움을 극복할 수 있는 몇 가지 관리방안들을 제시하였다.

영어초록

The purpose of this study is to discuss fundamental difficulties of preventing and coping with hazardous chemical accidents and to explore the more effective safety management tools. So far, the risk management policy position taken by our government in the hazardous chemical accidents can be understood as the position of “High Reliability Organization”, which is an optimistic view that accidents can be prevented and effectively managed by strengthening organizational risk management. However, the “Normal Accidents Theory” on the opposite side is a pessimistic view that the prevention and effective management of the hazardous chemical accidents is fundamentally difficult. This paper examines the difficulties and possibilities of risk management of hazardous chemical accidents by comparing the two opposite approaches of High Reliability Organization and Normal Accidents Theory. And we identified the difficulties of risk management related to hazardous chemical accidents in Korea and some problems of current chemical industrial complexes. And several management tools have been proposed to overcome the difficulties of risk management of hazardous chemical accidents.
