탈냉전기 미군주둔 지역의 합리적 재조정과 협력적 민군관계 방안에 대한 고찰 (Review on the Rational Rearrangement of the Regional Stationing of USFK and the Plan for a Cooperative Civil-Military Relationship)

초록

「국방개혁 2020」은 전력증강 추진계획으로 군사전략개념을 구현하기 위해 권역별 전력운영 개념을 근거로 군 구조와 연계한 전력구조다. 세계적 안보환경 변화와 미국의 적극적 대응을 잘 반영한 것이다. 특히 주한미군의 재조정 및 감축 과정을 통해 한미동맹관계의 미래지향적 발전이 공동으로 모색되고 있다. 주한미군기지 이전 및 공여지 반환, 유엔군사령부의 책임권한 조정과 주한미군의 역할 및 규모 조정하는 미국의 범세계적 방위태세검토(Global Defense Posture Review, GPR) 계획과도 부합된다. 아울러 광범위한 군사시설보호구역이 존재하고 대규모의 군대가 주둔하고 있는 경기도는 다른 어떠한 지역보다 지역 발전과 주민의 생활에 미치는 영향 차원을 고려해 볼 때 중요한 사례로 간주된다.
안보 및 국방차원에서 군주둔지역의 개발 제한 및 규제와 재산권의 침해 및 규제는 서로 밀접하게 연결되어 있다. 본 논문에서는 주한미군 재배치에 따른 공여지 현황을 분석해보고 미군 주둔지역을 공여지 추가 제공지역과 반환지역으로 분류해 지역의 발전에 미치는 상관관계를 고찰한다. 미군 주둔으로 인해 다양한 민원이 발생하고 있기 때문에 지속적으로 주민을 이해시킬 수 있는 민군 협력관계를 체계화할 필요가 있다. 결국 주한미군 재배치에 따른 안보적 측면과 지역발전 측면에서 새로운 연계성 정립이 중요한 과제다. 정부와 지자체 차원에서 지역주민복지 향상을 위한 정책 추진과 미군과 지역주민들과의 소통을 위한 프로그램을 통해 상호이해를 높일 수 있는 다층적이고 복합적인 ‘통합 거버넌스’ 구축이 모색되어야 한다.

영어초록

Military Reform 2020 is a power structure connected with the military based on the concept of regional military operations in order to achieve a military strategy as a concept to propel a plan for strengthening war potentials. This reflects the changing global security environment and active countermeasure of the United States. In particular, the future-oriented development of the US-Korea alliance is jointly sought by rearranging and reducing the number of American military forces in Korea. This corresponds to the Global Defense Posture Review (GPR) that proposes to adjust the role and scale of the US Armed Forces in Korea(USFK) and the responsibility and authority of the United Nations Headquarters. The GPR deals with the return of a provision area and relocation of the US military camp. In addition, the Gyeonggi province, where the military facility protection area is located and a large-scale military is stationed, is regarded as more important than any other regions, considering its regional development and the effect it has on the lives of the residents.
Regarding national security and defense, there is a close connection between the restriction and regulation in developing the area where the military station is located and the infringement and regulation of the right of property. This study reviews the correlation with the regional development, dividing the area of the US military station into several areas in order to provide and return the site of the provisional area after analyzing the present status of the provisional area depending on where the American armed forces in Korea will be relocated. To get the residents to understand and reduce civil affairs issues regarding the stationing of the US military, a civil-military cooperative relationship needs to be systemized. After all, it is important to establish new connectivity towards the development of the region and matters of security depending on the relocation of the USFK. The construction of a multi-layered and compounding ‘integrated governance’ is being studied in order to enhance mutual understanding through programs for communications between the US military and residents. It is also necessary to construct a policy-making body in order to improve the well-being of the residents in the light of the central and local governments.
