한국 지방자치단체의 공적개발협력 재고찰 (Study on Official Development Assistance of Local Governments in Korea)

초록

본 연구는 지방자치단체의 공적개발협력 현황을 현재 공적개발원조 프로그램을 진행하고 있는 11개 지방자치단체를 중심으로 지방자치단체의 공적개발협력 활동을 분석하는 것을 목적으로 한다. 2015년 종료된 유엔 새천년개발목표(MDGs) 및 2016년부터 시작되는 유엔 지속가능한개발목표(SDGs)에서도 다양한 행위자가 증가하면서 복잡해지는 개발협력 아키텍트에서 새로운 주요 행위자로서 지방자치단체의 중요성이 커지고 있다. 지방자치단체의 국제개발협력 활동 패턴을 분석한 결과 한국 지방자치단체의 국제개발협력 활동은 단기적이며, 일회성 프로그램을 중심으로 수행되고 있었다. 동시에 국제개발협력 활동에 집중되는 지역이 중첩되어 각 지방자치단체가 중복되는 프로그램과 지역에 통하여 국제개발협력활동을 수행하는 것으로 파악되었다. 이는 중앙정부 및 지방정부 간 정책 조정메커니즘의 부재, 지방정부 간 정책조율 메커니즘의 부재라는 구조적 문제가 주요 원인으로 기능하고 있음을 확인하였다. 또한, 지방정부의 공적개발협력정책에 대한 중앙정부의 제한적 지원이 지방정부의 개발원조활동에 제약을 주고 있다는 점은 향후 중앙-지방정부의 관계에서 국제협력 분야에 관한 지원활동의 재정립을 고려할 필요가 있음을 제시한다.

영어초록

This research explores that official development assistance programs of local government and analyze the patterns and characteristics of their ODA activities. As 2015 UN Millenium Development Goals and 2016 UN Sustainable Development Goals considered local governments as emerging actors, international society focus on the important role on local and regional governments. Although local governments themselves are considered as emerging actors in the field of international cooperation, only limited researches are held on the issues of localized ODA activities. ODA activities of local government in Korea still lack of policy focus, little synchronization with international cooperation norm such as alleviation of poverty. There are a number of reason that local government has limited function on the issue of ODA such as the non-existence of control mechanism between central and local government as well as among local governments. Simultaneously, limited support from the central government did not provide sufficient assistance toward local governments and it also suggest that the intergovernmental relationship in international development cooperation should be restructured for the local government’s international development cooperation.
