지방공기업의 효율성 및 규모수익 평가: 지방하수도공기업에 대한 방향거리함수모형의 적용 (Evaluating the Efficiency and Returns to Scale of Local Public Enterprises: An Application of the Directional Distance Function Model to Local Sewage Utilities in Korea)

초록

본 연구에서는 투입요소를 최소화하는 동시에 산출물을 최대화하는 투입산출지향적(non- oriented) 규모수익가변(VRS) 방향거리함수모형(directional distance function model)을 사용하여 우리나라 기초자치단체의 69개 지방하수도공기업을 중심으로 지방공기업의 운영효율성과 투입비효율성, 산출비효율성, 규모수익을 분석했다. 지방하수도공기업의 효율성을 분석한 결과, 69개 하수도공기업의 투입산출지향적 효율성점수의 평균과 표준편차, 최대치, 최소치는 각각 77.08%, 24.08%, 100%, 33.33%로 나타났다. 투입요소와 산출물의 비효율성을 분석한 결과, 하수도공기업의 비효율성이 거의 대부분 산출물보다는 투입요소에서 발생하는 것으로 나타났다. 하수도공기업의 규모효율성을 분석한 결과, 하수도공기업의 대부분이 최적규모에서 운영되지 않고 있는 것으로 나타났다. 비효율적으로 운영되고 있는 하수도공기업의 규모수익을 분석한 결과, 12개 하수도공기업이 규모수익체증(IRS) 영역에서 운영되고 있는 데 비해 45개 하수도공기업은 규모수익체감(DRS) 영역에서 운영되고 있는 것으로 나타났다. 따라서 규모수익체증 영역에서 운영되고 있는 하수도공기업의 운영규모를 확대하는 한편 규모수익체감 영역에서 운영되고 있는 하수도공기업의 운영규모를 축소해야 할 것이다.

영어초록

This study analyzed the operational efficiency, input inefficiency, output inefficiency, and returns to scale of local public enterprises at sixty-nine local sewage utilities in local Korean governments using a non-oriented variable returns to scale directional distance function model that maximizes outputs and minimizes inputs. The results of the analysis show that the mean, standard deviation, maximum, and minimum of the sixty-nine sewage utilities are 77.08%, 24.08%, 100%, and 33.33%, respectively. The empirical results of the inputs and outputs inefficiencies indicate that most of the inefficiencies of sewage utilities are due to inputs rather than outputs. The results of the scale efficiency analysis show that most sewage utilities do not operate at optimal levels. The results of the analysis of the returns to scale of sewage utilities with an inefficient scale of operations reveal that twelve sewage utilities operate with increasing returns to scale, while forty-five operate with decreasing returns to scale. These results imply that sewage utilities operating with increasing returns to scale need to be expanded, while those operating with decreasing returns to scale should be reduced.
