Smith 사상으로 바라본 정부의 역할, 그리고 그 의미: Locke의 자유주의 사상과의 비교 (Role of Government in Adam Smith: Comparison with John Locke)

초록

본 연구는 영국의 정치적 자유주의를 선도하고 있던 Locke의 사상체계와 비교하여 Smith의 도덕철학을 분석하였다. Smith가 어떻게 Locke의 정치적 자유주의를 계승하면서 정치적 자유주의와 경제적 자유주의를 포함시켰는지, 보이지 않는 손이라는 시장경제체제 하에서 이익을 추구하는 개인에게 어떻게 도덕적 가치를 부여하여 공공의 이익을 추구하는 국가를 유지하고자 했는지, 그리고 이러한 정치적·경제적 자유주의의 토대 하에서 정부의 역할을 어떻게 규정하였는지를 논의하였다. 이러한 논의 과정에서 여기에서는 그의 세계관과 인간본성에 대한 규정, 이에 따른 정부의 부정적 측면과 긍정적 측면, 그의 사상체계의 한계, 그리고 그의 사상체계가 지금 우리에게 주는 시사점을 살펴보았다.
Smith는 Locke의 자유주의 사상을 계승하면서 발전시켰다. 그는 Locke와 같이 인간본성을 이기적인 존재로 보았지만 동시에 인간은 사회적 존재임을 강조하였다. 그리고 정치적 자유주의에 더하여 경제적 자유주의 사상을 논의하였다. 이러한 Smith 사상의 가장 큰 공헌은 엘리트를 중심으로 한 사상체계를 연구한 이전 학자와 달리 일반대중을 분석대상으로 삼았다는 점이다. Machiavelli와 Hobbes 등 근대 서양 사상가들은 군주를 중심으로 국가와 정부체제를 논의하였고, Locke는 영국의 성공한 부르주아를 대상으로 자유주의 사상을 논의한 반면, Smith는 당시 영국의 일반대중의 정치적·경제적 행위, 도덕적 기준을 중심으로 국가와 정부시스템에 대해 논의함으로써 주권재민의 주역을 일반대중으로 논의의 폭을 넓혔다.

영어초록

This study analyzes moral philosophy of Adam Smith comparing with that of John Locke. It examines how Smith has embraced political liberalism, how to maintain a nation that seeks public interest by giving moral values ​​to individuals in seeking profits under a market economy, and what is the role of government under the basis of this political and economic liberalism. In this process of discussion, this paper explores his world-view and the quintessence of human nature, the negative and positive aspects of the government, and the implications and limitations of his political thought.
Smith has developed Locke's liberal ideas in succession. Like Locke, he considers that human nature is selfish, while at the same time human beings are socially connected entity. He expands the concept of liberalism from Locke’s political liberalism to economic liberalism. Unlike previous scholars who have mainly focused on the ideological system which centered on the elite, the greatest contribution of Smith’s thought is to analyze the general public. While modern Western thinkers such as Machiavelli and Hobbes have discussed the governmental systems around the monarchs, Smith primarily focuses on the political and economic behavior of the general public at the time.
