The main purpose of this study is to analyze changes in the social policy for the elderly in Japan. Recently, social problems have been caused in Japan by the rapidly increased elderly owing to the aging population. To cope with social problems on account of the aging, it is necessary to study the social policy for the elderly.
This research is mainly based on comparing the first with the third "General Principles Concerning Measures for the Aging Society" by the Japanese Government. The research analyzed data of changes in the social policy for about 20 years between the late 20th century and the early 21st century. This analysis clearly showed that the initial "General Principles Concerning Measures for the Aging Society" should have been modified because of changed environment. Furthermore, the analysis indicated that diverse reconstruction of the livelihood security is necessary for efficient policy for the elderly.
From these results, this study emphasizes the necessity of livelihood security system for the elderly as well as the significance of pension plan and employment of the elderly. In addition, it is recommended that the elderly should play social roles on their own. According to research data, this study suggests the necessity of reconstruction of the livelihood security for the elderly and realistic social policy.
