스마트 격차와 정보 격차의 생태계에 관한 연구 (A Study on ecosystem of smart divide and digital divide)

초록

우리가 살고 있는 ICT사회는 새로운 정보의 생성과 이를 이용한 가치 창출로 이어지는 변화의 물결에 놓여있다. 특히 인터넷이 사무실과 가정에 보급되면서 우리는 인터넷을 통하여 각자의 업무를 수행하고 정보를 가공하여 이동시키며 새로운 가치를 창출시키고 있다. 한편으로는 태어날 때부터 정보화기기에 노출되어 생활하기 시작하기 때문에 정보화기기를 다루는 능력을 학습하며 성장하는 반면, 기본적인 정보기기를 보유하지 못하거나 활용능력이 떨어지는 세대 또는 지역간 정보격차를 나타내는 것이 현실이다. 정보격차(digital divide)는 일차적으로 새로운 정보매체에 대한 접근성을 가진 자와 갖지 못한 자 사이의 격차를 의미한다. 이것은 정보화에 대한 부작용의 대표적인 문제라고 할 수 있다. 또한 기존의 일차적인 정보격차를 해결하기도 전에 스마트폰의 등장으로 정보화의 가속화가 일어나고, 이로 인하여 정보격차는 스마트 격차로 상속되어가는 정보격차의 생태계를 형성하고 있다. 그리고 정보화의 중요성이 대두되고 있는 상황에서 정보접근성이 낮은 정보소외계층과 재정자립도가 낮은 지역사회의 정보화 현황을 살펴보면 전국시도대비 하위 10%전후에 머무르고 있는 실정이다. 이와 같이 정보격차 생태계를 해결하기 위해 ICT 사회는 소프트웨어를 기반으로 향후 다양한 산업분야와 융합하여 새로운 ICT융합시대를 열어갈 것이다. 이는 정보화 추진과정에서 깊어진 정보격차의 해소를 위해 가치와 의미를 부여하고 정보화부작용 및 정보화 역기능을 해결하는 방향으로 전개될 것이다.

ICT society is located in the wave of changes that lead to the creation of the generation of new information and value using it. In particular, we are in the office and at home with the spread of the Internet to perform their own tasks and moves to process the information and create new value. Some people live exposed to ICT equipment.
These people are learning the skills to deal with ICT equipment and is growing.On the other hand, some people are unable to hold the basic information unit. And these people have shown a lack of information literacy or information divide between regions. The digital divide is primarily meant the gap between the party and those who have access to new information media. This can be described as a typical side effect of information society. Moreover, even before solving the existing primary digital divide is happening to accelerate the emergence of the information on your smartphone, because of this information gap is inherited and form the ecosystem of digital divide. In this way, we are trying to solve a lot of the information gap ecosystems. In particular, ICT society is fused with a wide range of industries to go next based on the software opens a new convergence world. This will give new value and meaning in the information for the elimination of the digital divide.
