초록

본 연구는 재난심리지원의 필요성과 일본의 재난관리 및 재난심리지원체계를 살펴보고 그 시사점을 도출하여 우리나라의 재난심리지원체계의 구축 및 개선에 대한 시사점을 제시하고자 한다. 이를 위하여 일본과 우리나라의 재난심리지원체계에 대한 국·내외 문헌을 중심으로 문헌연구를 수행하였다. 일본의 재난심리지원체계의 특징은 다음과 같다. 첫째, 일본은 각 기관의 지원내용과 역할을 법에 명시하고 있어 역할 및 책임소재가 명확하다. 둘째, 중앙부처를 중심으로 지방정부, 비정부기관과의 협력관계를 구축하고 있다. 셋째, 대규모 재난 초기에는 중앙에서 파견된 재난심리지원인력과 적십자사에 의한 심리지원이 이루어지고, 재난발생 이후 마음케어센터에 의한 지원이 이루어지게 함으로써 지역사회 기반의 재난심리지원 활동을 전개하고 있다. 이러한 내용을 바탕으로 우리나라 재난심리지원체계 구축 및 개선에 주는 시사점을 논의하였다.

영어초록

The purpose of this study was to contribute to constructing and improving disaster psychological support system in Korea by examining disaster management and psychological support system in Japan through reviewing related literature. There are 3 features of disaster management, psychological support system in Japan. First, quick countermeasures are possible due to distinct role of each organization which is clearly stated in the law. Second, It is establishing partnerships with local and non-governmental organizations based on central government ministries. Third, Psychosocial support from the Red Cross with the psychiatric support by the DPAT from local government were achieved in the early stage of disaster psychology support system in Japan. In the long term intervention after disaster, psychiatric support from Kokoro-no care center has been established. In other words local government are disaster psychological support activities are done by local communities. Implications for disaster psychological support system in Korea are discussed.
