유치원 운영의 공공성에 대한 사립유치원 원장의 인식 : 경기도 지역을 중심으로 (Private Kindergarten Directors’ Perception on Publicness of Kindergarten Management : Focusing on Gyeonggi Province)

초록

본 연구는 유치원 운영의 공공성에 대한 사립유치원 원장의 인식을 분석하는 데 목적이 있다. 이를 위해 2018년8월 16일부터 9월 28일까지 경기도 내 사립유치원 원장 172명을 대상으로 설문조사(온라인 및 오프라인)를 실시하였으며, 수집된 자료는 spss 25.0 통계프로그램을 이용하여 분석하였다. 연구결과는 다음과 같다. 첫째, 사립유치원의 성격에대한 사립유치원 원장의 인식을 살펴본 결과, 사립유치원 원장들의 대다수가 사립유치원은 비영리 공공기관이 아니며, 사립유치원 법인화는 필요하지 않다고 인식하는 것으로 나타났다. 둘째, 유치원 운영의 공공성에 대한 사립유치원원장의 인식을 분석한 결과, 유치원 운영의 공공성 전체에 대한 인식은 보통 이상으로 높은 편이었다. 공공성의하위요소별로 보면, 사립유치원 원장은 유치원 운영에 있어 공개성과 참여성에 비해 공익성, 보편성, 투명성에 대한인식이 상대적으로 높게 나타났다. 이러한 결과는 유아교육 공공성을 강화하기 위해 정부가 사립유치원 원장이 사립유치원의 성격을 명확히 이해하도록 지원하여야 하며, 공공성에 대한 인식을 증진시키기 위한 정부의 행·재정적 지원은물론 사립유치원 원장의 자기반성 노력도 필요함을 시사하는 것이라 하겠다.

영어초록

The purpose of this study was to analyze perception of private kindergarten directors on publicness of kindergarten management. For this study, survey(online and offline survey) was conducted on 172 private kindergarten directors in Gyeonggi province from August 16th to September 28th in 2018 and the collected data was analyzed by using spss 25.0 statistical program. The results are as follows. First, most private kindergarten directors perceived that private kindergarten was not a non-profit public institution and incorporation of private kindergartens was not necessary as a result of analyzing the perception of private kindergarten directors on characteristic of private kindergarten.
Second, overall perception on the publicness of kindergarten management was higher than usual as a result of analyzing the perception of private kindergarten directors on the publicness of kindergarten management. According to the result of each sub-factors of the publicness, private kindergarten directors' perceptions of public interest, universality and transparency were relatively high compared to perceptions of openness and participation.
These results implied that the government should support private kindergarten directors to have a clear understanding of characteristic of private kindergarten to strengthen publicness of early childhood education, and the government’s administrative and financial support to increase their perception of publicness, as well as self-reflection efforts of private kindergarten directors would be necessary.
