자치경찰 분야의 치안 행정수요 분석에 관한 시론적 연구 - 경기도를 중심으로 - (A Preliminary Study on the Analysis of Community Policing Needs Gearing up for Gyeonggi Provincial Government’s Municipal Police Program : Focus on Gyeonggi Do)

초록

자치경찰제의 시행에 앞서 지역의 특성과 치안수요에 따라 제공되는 치안행정서비스를 다각화하여 자치경찰의 대응전략이 마련되어야 한다는 것을 전제로 하고 있다. 이에 자치경찰분야의 치안수요와 관련된 이론적 논의를 거쳐 경기도 남부와 북부를 대상으로 지역이 지는 환경적 특성과 자치경찰분야인 생활안전, 교통, 경비, 수사 등)를 통해 경기도의 자치경찰분야 치안수요를 분석하였다. 그리고 분석 결과를 토대로 자치경찰제 시행에 있어 경기도 남부와 북부의 치안행정수요에 따른 정책적 함의를 도출하였다. 연구결과, 첫째, 생활안전분야로 비긴급코드 112출동이 4.4% 증가한 경기 남부지역의 경우 증감 추 이를 추적·분석하여 한정된 경찰 인력·자원을 효율적으로 배분할 수 있는 정책을 적극 발굴·시행해 나가야 할 것이다. 데이트 폭력의 경우, 경기 남부지역의 신고가 증가하고 있어 2016년부터 시행하고 있는 연인 간 폭력근절 T/F 역할을 더욱 강화하여 시행해야 한다. 경기 북부지역이 남부지역에 비해 청소년 범죄 감소폭이 더디며, 학교폭력은 6%의 증가율을 나타내고 있어 근절대책 마련이 시급한 실정이다. 최근 청소년 범죄가 과거 우발적, 충동적 범죄에서 계획적, 고의적으로 변화되고, 고도화되는 측면이 있으므로 교육 등 범죄 예방의 중요성과 학교 밖 청소년들의 관리에 기능을 강화하는 방향으로 자치경찰의 정책수립이 필요하다. 둘째, 교통 혼잡지역과 비혼잡지역이 섞여있는 경기도 특성으로 인해 교통범죄가 남부 20%, 북부 16%의 증가추세에 있어 도로안전시설물 설치 및 운영과 사고다발지역 방지에 대한 치안수요는 지속적으로 증가할 것으로 예상되어, 예방에 중점을 둔 기능이 강화되어야 한다. 특히 북부는 중앙선침범 위반이 25.3%나 증가하여 최근 도로 노면에 표시를 3D 입체로 만드는 방안 등이 마련되어 어린이 보호구역 및 교통사고 다발지역에 집중적으로 도입하여 효율적인 치안행정서비스를 구현해 나가야 할 것이다. 셋째, 지역 내 다중운집 행사 관련 혼잡 교통 및 안전 관리의 경우, 집회시위가 경기 남부 2.6배, 북부 2.9배 증가하고 있는 추세이며, 코로나19 이후 다중 운집행사의 폭증 및 다분산적 1인 시위의 증가에 대비, 경비기획 및 인력배치 등가 효율적으로 이루어져야 한다.

영어초록

Prior to the implementation of the autonomous police system, it is premised that the response strategy of the autonomous police should be prepared by diversifying the security administration services provided according to the characteristics of the region and the security demand. Therefore, through theoretical discussions related to the security demand in the autonomous police field, the environmental characteristics of the region in the southern and northern regions of Gyeonggi-do and the security demands of the autonomous police field in Gyeonggi Province through life safety, traffic, security, investigation, etc. Was analyzed. And based on the results of the analysis, policy implications were derived according to the demand for security administration in the southern and northern regions of Gyeonggi-do in implementing the autonomous police system. As a result of the study, first, in the case of the southern Gyeonggi area, where the number of non-emergency code 112 dispatches increased by 4.4% in the field of life safety, it is necessary to actively discover and implement policies that can efficiently allocate limited police manpower and resources by tracking and analyzing the trend of increase and decrease. In the case of dating violence, reports from the southern regions of Gyeonggi Province are increasing, so the T/F role in eradicating violence between lovers, which has been in place since 2016, should be further strengthened and implemented. In the northern region of Gyeonggi Province, the decline in juvenile crime is slower than in the southern region, and school violence is showing an increase of 6%, so it is urgent to prepare measures to eradicate it. Since recent juvenile crimes have been deliberately and deliberately changed and advanced from past accidental and impulsive crimes, it is necessary to establish policies by the autonomous police in the direction of reinforcing the importance of crime prevention such as education and the management of youth outside of school. Second, due to the nature of Gyeonggi Province, where traffic congested and non-congested areas are mixed, traffic crimes are on the rise of 20% in the south and 16% in the north, and the demand for security for installation and operation of road safety facilities and prevention of accident-prone areas continues to increase. It is expected to do so, and functions focused on prevention should be strengthened. In particular, the number of violations of central line infringement increased by 25.3% in the northern part, so it is necessary to implement efficient security administration services by intensively introducing 3D three-dimensional markings on the road surface and intensively introducing them to child protection zones and areas with frequent traffic accidents. Third, in the case of congested traffic and safety management related to multi-transport events in the region, assembly demonstrations are increasing 2.6 times in the southern part of Gyeonggi and 2.9 times in the northern part of Gyeonggi Province, and since Corona 19, the number of multi-distributed single-person protests has increased. Preparation, expense planning, and manpower allocation must be conducted efficiently.
