발해의 5京과 교통로의 기능 (A Study on the Five Gyeongs of Balhae and the Functions of Its Traffic Roads)

초록

발해는 지방을 효과적으로 통치하기 위해 5京, 15府, 62州라는 행정조직을 운영하였고, 이를 연결하는 5도라는 주요 교통로가 있었다. 즉 日本道, 新羅道, 朝貢道, 營州道, 契丹道가 그것이다. 5도 가운데 조공도와 영주도는 당과의 관계에서, 거란도는 거란과, 일본도는 일본, 그리고 신라도는 신라와의 연관을 가진다.
우선 발해 도성의 입지조건으로는 수륙교통이 편리하고 농경에 적합한 하곡평지나 분지 등이 선택되었다는 것을 알 수 있다. 아울러 고려해야 할 것은 농업ㆍ유목 접경선의 남쪽에 접한 농경지대에 위치하고 있었다는 점이다. 이는 구국, 중경, 상경, 동경의 네 곳의 도성의 방어체제가 말갈(흑수말갈)이나 거란을 주로 고려했다는 점에서도 알 수 있다. 즉 농경 지역에 대한 통치 기능과 유목 지역에 대한 외교적 정치 기능을 수행하기 위한 곳이 선택된 것이다.
둘째로 발해 교통로의 특색은 우선 하곡지대에 연하여 수로와 육로를 병행하고 있다는 점, 육로와 해로와의 결합이 보인다는 점 그리고 농경 지역에 대한 통치 기능과 유목 지역에 대한 외교적 정치 기능을 수행하기 위해 발해 주변의 모든 세력으로 이어지는 교통로가 설치되었다는 것을 들 수가 있다.
셋째로 발해 교통로의 기능은 무역품의 생산 구조를 통해서도 알 수 있다. 발해의 무역품은 중국의 경우 의례용 물품을 주로 수입하였고, 수공업제품과 농산물 같은 특산물을 주로 수출하였다. 일본의 경우는 주로 특산물을 수출하고, 원재료를 많이 수입한 것이 특징이라 할 수 있다. 그리고 이러한 무역품들은 발해의 土城이나 都城을 통해 교환하고, 가공하였다. 이러한 물품의 집산ㆍ가공ㆍ유통에는 재지세력이었던 수령의 역할이 절대적이었던 것으로 생각된다.

영어초록

Balhae ran an administrative organization comprised of five Gyeongs, 15 Bus and 62 Jus to effectively govern the local areas and used Sang, Jung, and Dong Gyeong of the five Gyeongs as its capital cities. Balhae also had five major traffic roads called Five Dos, which were Japan, Shilla, Jogong, Yeongju and Gyedan Do. Of the Five Dos, Jogong and Yeongju Do had relations with the Tang Dynasty, Georan Do with Georan, Japan Do with Japan, and Shilla Do with Shilla.
Balhae built its capital cities at the locations where the transportation system was convenient both in land and by water, and where plains or basins proper for growing summer crops were found. It also should be noted that its capital cities were located in the agricultural areas south of the boundary between agriculture and nomadism, which is well demonstrated in the fact that four capital cities, namely Guguk, Jung Gyeong, Sang Gyeong and Dong Gyeong, ran a defensive system usually against Malgal (Heuksu Malgal) or Georan. In other words, Balhae chose for its capital city a location where it could govern the agricultural areas and, at the same time, play diplomatic politics to the nomadic areas.
Second, the traffic roads of Balhae can be characterized by that they were adjacent to rivers and thus offered both water and land based transportation, had combinations of land and water routes, and spread to all the forces around Balhae to help with the governance of the agricultural areas and diplomatic politics for the nomadic areas.
Third, the functions of Balhae's traffic roads can also be understood by looking into the production structure of trade goods. Balhae imported ceremonial goods from China and exported handicraft goods, agricultural products, and other specialty products there in turn. Balhae exported its specialty products to Japan and imported raw materials from there. Those trade goods were exchanged and processed in Balhae's mud castles and capital cities. It is estimated that Suryeongs, the local powers, must have played absolute roles in gathering, processing, and distributing those goods.
Finally, Balhae's traffic roads claim historical significance in that they promoted cultural diversity. The traffic roads played most decisive roles in the cultural diversity of Balhae, which was subject to the Goguryeo elements, the cultural elements of Tang Dynasty, the cultural elements of Central Asia and West, the unique Balhae styles, and the Shilla culture.
