한반도 안보환경변화와 군사보호구역 재조정: 경기도 사례 (Changes of the Security Environment on the Korean Peninsula and the Readjustment of Military Facility Protection: the Case of Gyeonggi-Do)

초록

세계적인 안보환경의 변화로 안보개념자체가 변화하고 있으며 안보전략과 작전개념도 새롭게 변화함에 따라 우리 군에 대한 국민적 요구도 점증하고 있다. 특히 오랫동안 안보의 이름 아래 재산권 행사에 제약을 받았던 접경지역 주민들은 민간의 시각에서 군의 작전개념 변화를 요구하고 있다. 우리 정부도 세계적인 군사변환 추세에 맞추어 '국방개혁 기본계획 2020' 등의 국방개혁을 추진하고 있으나 문제는 우리 군의 작전개념 변화가 주민들의 요구에 의한 것이 아닌 순수한 군사전략 차원에서만 대응하고 있다. 때문에 국방개혁에도 불구하고 접경지역에서 민간인들의 불만은 여전히 매우 크다. 본 논문은 이러한 세계 안보환경의 변화에 따른 안보개념의 변화 및 안보논리의 변화가 접경지대의 군사시설보호구역 설정문제와 관련하여 어떤 정책적 함의를 지니는지를 검토하고자 한다. 이를 위해 경기도 지역의 사례연구를 통해 현재의 경기북부 군사시설보호구역의 설정 타당성을 검증해보고, 이를 통해 군의 효율성 제고와 군사시설보호구역의 합리적 재조정이 이루어질 수 있는 근거를 찾아보고자 한다. 연구 결과 군사시설과 관련된 민군관계의 합리적 조율을 위해서는 무엇보다 군사시설보호법에 대한 전면적인 수정·보완이 필요한 것으로 나타났다. 구체적으로는 첫째, 민군 간 협의업무처리기간 규정을 신설하고 협의업무의 위탁지역을 확대하는 것이 필요하며, 둘째, 군과 지역사회의 협력을 강화하기 위한 조치로 합참소속의 대민협력관실을 신설하여 적극적인 대민정책을 실시할 필요가 있으며, 셋째, 주한미군이전에 따른 평택시를 제외하고는 다른 지역에 대한 특별지원법은 제정되어 있지 않으므로 군사시설 주변지역 지원 특별법 제정을 실현시킬 필요가 있으며, 마지막으로, 정치적 차원에서 군사시설보호구역 재조정, 법제정 및 개정의 추진역량을 강화하기 위한 ‘통합 거버넌스’의 구축이 필요함을 발견하였다.

영어초록

In recent years, a critical issue in security studies has been revolving around the implications of the comprehensive security which encompasses economic well-being, poverty and environment for the human security conditions. While obscuring the traditional military security in the wake of such changing global trends in the post-Cold War era as globalization, the expansion of the security concept seems to reflect complicated yet various security issues in the post-Cold war era. Though not escaping yet from the rigid Col-War confrontation structure, Korea is also in a position to transform its military force structure for meeting the various security demands dictated by such global security changes. As this turns out to affect the interests of Gyeonggi province in which large scales of military forces have been stationed along with majority of military facility protection areas, one of it major concerns should be with the impact of these security changes upon the readjustment of its military facility protection areas. Investigating the validity of this issue, or the readjustment of 'military facility protection area' which accounts for the majority of the Northern border area of Gyeonggi province, this study explores into the impact of military restructuring due to 'Defense Reform Plan 2020' on the Gyeonggi Province and find out some policy alternatives conducive to the establishment of the desirable civil-military cooperative relationship.
As a result, this study suggests some policy alternatives as follows. First, efforts should be doubled to prepare for procedural agreements for the rational solutions between central government concerned with the national interests and regional governments caring for the interests of the border region. Second, regarding the issue of the rational readjustment of the military facility protection, a civil-military coordination center for providing better civil service to the local people should be established under the direction of the Joint Staff of Chiefs in the Defense Department. Third, for the desirable civil-military cooperation, demanded is the revision of the border region-supporting law for the sake of local societies having experienced significant disadvantages and inconveniencies in the name of national security. Fourth, Gyeonggi province needs to initiate and operate the system of "regional cooperation governance" for strengthening its driving capacity by networking with various civil societies of other regions in order to make the central government ant the Korean military act upon its regional interests. Finally, provided such demanding security changes on the Korean peninsula, it is encouraged to institutionalize legal procedures to balance the military security and the increasing awareness of the citizen's property rights.
