체육시설 안전관리사 국가자격제도 도입 방안 연구 (A study on the Introduction of the National Qualification System for Sports Facility Safety Manager)

초록

연구목적 본 연구는 체육시설 이용자의 안전 확보와 체육시설법에 의한 체육시설 안전점검이 효율적으로 수행될 수 있는 체육시설 안전관리사 국가자격 제도 도입 필요성과 도입 방안을 제시하는데 목적이 있다. 연구방법 이 연구에서는 스포츠 안전 및 체육시설 안전관련 선행 연구, 정부 정책 보고서, 관련 법률 등 문헌고찰과 내용을 분석하였다. 결론 본 연구의 결론은 다음과 같다. 체육시설 안전관리사는 민간 자격제도의 관리운영 부실과 안전점검 전문인력 양성 부족을 위해 국가자격제도 도입이 필요하다. 도입방안으로는 첫째, 체육시설안전관리사의 명확한 직무를 정의하였고 둘째, 국가직무능력표준의 수정·보완 방안 셋째, 자격제도의 자격검정 방법, 등급운영, 응시자격, 필기검정과목, 사후관리 등 운영방안, 마지막으로 국가자격제도 신설 및 실효성 강화를 위한 법제도 개선방안을 제시하였다.

PURPOSE The purpose of this study is to present the necessity and methods of introducing the national qualification system for sports facility safety managers so that the safety of users of sports facilities can be ensured and the safety inspection of sports facilities according to the Sports Facility Act can be efficiently performed. METHOD In this study, literature review and contents such as prior studies on sports safety and sports facility safety, government policy reports, and related laws were analyzed. CONCLUSION As for the introduction plan, first, a clear job of the sports facility safety manager was defined. Second, a plan to revise and supplement the national job competency standard. Third, a qualification system for the qualification system, and finally, a plan to improve the legal system to establish a national qualification system and strengthen the effectiveness. was presented.
