문화도시의 거버넌스 유형분석을 통한 문화적 재생의 방향성에 관한 연구 (A Study on the Direction of Cultural Regeneration through the Analysis of Governance Types in Cultural Cities)

초록

(연구배경 및 목적) 오늘날의 도시는 경제적으로 발전하면서 각 지역의 도시 경쟁력을 강화하고자 하는 많은 전략이 시행되고있는데 그 가운데 도시발전을 추구하면서 지역의 정체성을 나타내기 위한 문화적 도시재생의 중요성이 대두되고 있다. 여러 도시에서는 시민의 삶의 질을 높이고 문화생활을 즐길 수 있는 문화도시 조성사업이 시행되고 있고, 2018년부터 문화체육관광부에서는 문화도시 지원정책을 통해 각 지역의 문화적 특성을 고려하여 도시의 문화정책을 지원하고 있다. 이렇게 문화적 도시재생은 사업의 주체가 되는 시민들의 적극적인 참여의식과 지역정체성을 바탕으로 도시의 문화를 통해 지속가능한 커뮤니티를 형성하는 방향으로 나아가야 할 필요가 있다. 본 연구는 국내 문화도시 조성사업을 시행하고 있는 도시를 대상으로 문화적 도시재생의 관점에서 거버넌스 모델에 대한 유형을 분석하여 문화적 재생의 방향성 제시를 목적으로 한다. (연구방법) 본 연구에서는문화도시 조성 사업을 시행함에 있어 거버넌스의 유형에 관한 연구를 위해 다음과 같이 연구하고자 한다. 먼저 문화도시와 거버넌스에 관련된 문헌고찰을 진행한다. 둘째, 거버넌스 모델 방향성을 알아보기 위해 거버넌스 유형과 구성요소에 따른 모델을 분석하고 문화도시 사업과 방향성이 일치하는 거버넌스 모델에 대해 정리한다. 셋째, 문화도시 구축 성공 요인과 거버넌스 구성요소를 평가 지표로 제작하여 사례를 분석하여 문화도시의 거버넌스 유형에 대해 연구하였다. (결과) 사례 분석의 평가 지표는 문화도시 조성 성공 요인과 거버넌스 구성요소 측면으로 분석하였다. 요소별 종합결과는 참여·네트워크 요인과 법 제도·정책 마련 요인의 정도가 가장 높았고 네트워크가 두 번째로 높았으며, 다음으로 문화자원·문화 콘텐츠 요인과 커뮤니티가 높았다. 본연구의 종합 분석 결과는 다음과 같다. 첫째, 문화도시를 조성함에 있어 각 주체 간의 자발적인 참여와 네트워크가 문화도시에서긍정적인 영향을 미치는 것을 알 수 있었다. 둘째, 시민 간의 커뮤니티가 형성되어 있음으로써 사회문제를 해결하고 성공적인 문화도시의 조성을 위한 거버넌스임을 알 수 있었다. 셋째, 민·관의 자발적인 소통이 이루어지는 사업 계획은 찾기 힘들었고, 기업의 협력을 통한 후원 및 교육지원 또한 많지 않아 행정의 자발적이고 적극적인 참여 거버넌스 모형을 갖출 필요가 있다. (결론) 본 연구는 문화도시의 거버넌스 유형에 한 연구로 도시의 지속가능한 발전을 위해 물리적인 재생이 아닌 문화적 도시재생을위한 거버넌스의 유형과 핵심 요소에 대해 연구하였다. 이를 통해 도시의 문화적 재생의 방향성을 위한 가치 있는 자료로 활용되기를 기대한다.

영어초록

(Background and Purpose) As today’s cities develop economically, many strategies are being implemented to strengthen the urban competitiveness of each region; amongst these strategies, the importance of cultural urban regeneration to express the region's identity is emerging. Furthermore, cultural urban regeneration needs to move toward forming a sustainable community through an urban culture based on citizens’ active participation consciousness and regional identity, which are the main topics of the project. This study aims to present the direction of cultural regeneration by analyzing the type of governance model from the perspective of cultural urban regeneration for cities implementing domestic cultural city development projects. (Method) For researching the type of governance, the following steps were undertaken. First, a literature review related to cultural cities and governance was conducted. Second, to determine the direction of the governance model, the model according to the governance type and components was analyzed, and the governance model that matches the direction of the cultural city project was summarized. Third, the success factors and governance components of cultural city construction were produced as evaluation indicators, and cases were analyzed to study the type of governance of cultural cities. (Results) The evaluation index of the case analysis was analyzed in terms of the success factors of cultural city creation and the governance components. Regarding the comprehensive results by factors, the degree of participation, network factors, legal system, and policy preparation factors were the highest. The network was the second highest, followed by cultural resources, cultural content factors, and communities. The results of the comprehensive analysis of this study are as follows. First, in creating a cultural city, it was found that voluntary participation and networking between each subject had a positive effect on the cultural city. Second, it was found that governance solves social problems and creates a successful cultural city by forming a community among citizens. Third, it was difficult to find a business plan in which voluntary communication between the public and private sectors took place, and as there was not substantial sponsorship and education support through corporate cooperation, it is necessary to have a voluntary and active participation governance model of administration. (Conclusions) This study investigated the type of governance of cultural cities and studied the types and key elements of governance for cultural urban regeneration, not physical regeneration, for the sustainable development of cities. The study results are expected to be used as valuable data for the direction of cultural regeneration in the city.
