대통령제 국가에서의 연립정부 구성 유형과 민주적 거버넌스 (Types of Coalition Government Formation and Democratic Governance in Presidential Democracies)

초록

본 연구는 대통령제 국가에서의 연립정부 효과를 분석했던 기존연구의 한계를극복하고, 민주적 거버넌스에 대한 연립정부의 영향력을 더 명확하게 규명하고자 했다. 분석은 연립정부 내각의 구성 유형, 즉 연립내각의 참여 정당 수와 의석률에 초점을 맞추어 이들 변수에 따라 민주적 거버넌스에 대한 영향력이 어떻게 달라지는지를 패널분석 방법으로 진행했다.
패널분석 결과, 연립내각 참여 정당 수 변수는 종속변수에 따라 상이한 효과를나타냈다. ‘참여/요구와 책임성’과 ‘정부 효과성’ 지수에서는 4개 정당으로 이루어진 연립내각만이 통계적으로 유의미한 긍정적 효과를 보였다. ‘정치적 안정성’ 지수의 경우, 2개, 3개, 4개 정당으로 이루어진 연립내각 모두 통계적으로매우 유의미한 긍정적 차이를 나타냈다. 이를 통해, 국정 공동 운영의 손익분기점이 되는 연립내각의 참여 정당 수는 대통령 집권당을 포함한 4개 정당임을확인할 수 있었다. 한편, 민주적 거버넌스에 대한 연립내각의 의석률 변수 효과는 ‘정부 효과성’과 ‘정치적 안정성’ 지수에서만 통계적으로 유의미했다.

영어초록

This study aims to overcome the limitations of previous research on the effects of coalition governments in presidential systems, and to more clearly identify the impact of coalition governments on democratic governance. This paper focuses on the composition types of coalition cabinets, specifically the number of parties participating in the cabinets and their seat shares, and employs panel analysis to analyze how these variables affect democratic governance, particularly the ‘political stability’ index.
Panel analysis of the ‘voice and accountability,’ ‘government effectiveness,’ and ‘political stability’ indices showed that the effect of participating parties in coalition cabinets differed depending on the dependent variable. For ‘voice and accountability’ and ‘government effectiveness’ indices, only coalition cabinets composed of 4 parties showed statistically significant positive effects.
In the case of the ‘political stability’ index, coalition cabinets composed of 2, 3, and 4 parties all showed statistically highly significant positive differences. Meanwhile, the effect of the coalition cabinet’s seat share variable on democratic governance was statistically significant only for the ‘government effectiveness’ and ‘political stability’ indices.
