한국형 신발전국가를 위한 발전모델의 융합적 조망: 신제도주의와 거버넌스를 활용한 통합모델의 재구성 (A Convergent Perspective for the New Korean Developmental State: Reconstruct of a Convergent Model through New Institutionalism and New Governance)

초록

20세기 후반을 풍미한 신자유주의 열풍하에서 신중상주의를 추구한 동아시아 발전국가의 약화는 가중되었다. 하지만 각기 민주화와 자유화를 앞세운 시민사회나 시장의 불신에도 불구하고 정부에 주목하는 발전국가의 유용성을 부인하기는 어렵다. 이에 본 연구는 계층주의에서 출발해 평등주의와 시장주의를 거쳐 공동체주의를 지향하는 한국적 발전의 궤적에 근거해 발전국가의 재구성을 위한 사례비교를 진행하였다. 먼저 영미 경쟁국가에 대한 벤치마킹은 기업가정신에 기초한 기술혁신과 자유시장의 한계를 보완하는 재규제에 주목하였다. 또한 유럽 합의국가의 유용성은 계급이나 지역을 초월한 거버넌스 역량과 사회정의를 구현하는 포용적 경제제도에 착안하였다. 더불어 남미 해방국가에 대한 벤치마킹은 사회적 약자를 배려하는 보편적 공공서비스나 사회적기업과 같은 자생적인 빈곤퇴치 노력에 초점을 부여하였다. 결국 통합모델로서 한국형 신발전국가의 제도화는 일정 기간의 과도기를 상정해야 하지만 정책아이디어의 강화와 국민적 인식이 결합하는 방식으로 촉진될 것이라는 함의를 도출하였다.

영어초록

Facing the ``Neoliberal wave`` throughout the last of the 20th century, the weakening of East Asian developmental states pursuing neomercantilistic state have been accelerated. Although rising distrust of civil society and market for democratic and free market society, nevertheless the value of developmental state focusing on the role of government could not be fully denied. Therefore, according to the main thought like that, this study have tried to find some conditions and practical alternatives for rebuilding perspective of the new developmental state throughout identifying the trajectory -hierarchism, egalitarianism, marketism, and communitarianism- of the last Korean development. With those findings, furthermore this study have made an effort to do comparative case study including East Asian cases in order to reconstruct the new Korean developmental state. First, this study focused on re-regulation to overcome the limitations free-market principles and to facilitate technological innovation based on entrepreneurship as benchmarking points from England-American developmental tradition. Second this study tried to see inclusive economic institutions from the usefulness of Europian Compromise State containing principles of social justice and governance capacity beyond class and region. Third this study put the focus on the effort for antipoverty and protecting socially unprivileged people as a benchmarking point from Latin American Emancipate State. In conclusion, this study expects that the institutionalization of the new Korean developmental state model as a convergent model will be proceeding in a way of coupling both through strengthening of policy ideas and people`s recognition even though it needs a period of transition.
