친사회적 행동과 정부효능성이 시민들의 ODA 참여에 미치는 영향 연구 -거버넌스의 조절효과를 중심으로- (A Study on the Effects of pro-Social Behavior and Government Effectiveness on Citizens' Participation in ODA: Focusing on the Moderating Effect of Governance)

초록

본 연구는 친사회적 행동과 정부효능성이 시민들의 공적원조활동(ODA), 즉 저개발국 지원활동 참여여부에 미치는 영향과 이들 관계에서 거버넌스의 조절효과를 살펴보고, 시민들의 참여방식(직접, 간접)에 따라 주요 변수들(친사회적 행동과 정부효능성)의 영향이 어떻게 달라지는지 알아보고자 한다. 분석결과를 살펴보면, 첫째, 친사회적 행동에서 주변사람과 국제사회 문제 논의, 대외원조 정보에 대한 관심, 대외원조 관련 교육 이수 경험, 정부 대외원조 제공활동에 찬성여부가 시민들의 저개발국 지원활동 참여에 정(+)의 영향을 미쳤다. 둘째, 친사회적 행동 중 주변사람과 국제사회 문제를 자주 논의하고 거버넌스가 형성된다면 저개발국 지원활동 참여에 정(+)의 영향을 미쳤다. 그리고 정부효능성 중 원조사업 예산운영의 투명성이 커지고 거버넌스가 형성된다면 저개발국 지원활동에 부(-)의 영향을 미쳤다. 참여유형에 따른 영향요인들을 살펴보면, 첫째, 기부 및 후원과 같은 간접적인 참여방식에서 대외원조 정보에 대한 관심, 정보의 대외원조 정보를 제공받은 경험, 대외원조 관련 교육 이수 경험, 국제사회의 저개발국 지원의 중요성 인식은 저개발국 지원활동 참여에 정(+)의 영향을 미쳤다. 둘째, 자원봉사와 같은 직접적인 참여방식에서 주변사람과 국제사회 문제 논의는 참여활동에 정(+)의 영향을 미쳤고 셋째, 직접적인 참여방식 및 간접적인 참여방식을 모두 사용하는 경우, 정부의 대외원조 제공에 찬성여부는 지원활동 참여에 정(+)의 영향을 미쳤다.
이에 정책적 함의로는 첫째, 다양한 채널을 사용하여 정부의 대외원조 관련 정보를 시민들에게 주기적으로 제공한다. 둘째, 시민들이 저개발국 지원활동을 직접 체험할 수 있도록 다양한 교육 프로그램을 운영한다. 셋째, 민간과 정부간 거버넌스를 구축하여 정보 및 자원 공유, 업무 분담 등 협력관계를 확립한다. 넷째, 민간부문 참여 활성화를 위한 전담조직을 신설하여 현장에서 필요한 정보를 빠르고 정확하게 제공하며, 참여 기관의 애로점을 해결한다.

영어초록

This study analyzes the effects of pro-social action and government effectiveness on citizens' participation in supporting activities in underdeveloped countries and the moderating effect of governance on their relationship. The results of the analysis are as follows: First, in pro-social behavior, discussion of international issues with neighbors, interest in information on foreign aid, experience in education related to foreign aid, and approval of government's foreign aid affect citizens' participation in supporting activities in underdeveloped countries. Second, interest in foreign aid information, experience of receiving information on foreign aid information, experience on foreign aid education, recognition of the importance of the international community’s support for the underdeveloped countries, and discussion of international issues with neighbors influenced participation activities.
The policy implications are as follows. First, it is necessary to provide citizens with information related to the government's foreign aid through various channels. Second, various educational programs should be run so that citizens can experience the support activities of underdeveloped countries. Third, it is necessary to establish governance between the private sector and the government to form partnership. Fourth, an organization for activating private participation should be established to provide necessary information quickly and accurately, and to solve the difficulties of participating organizations.
