국내 과학문화거버넌스의 자율성에 대한 비판적 검토: 해외 선진사례와의 비교를 중심으로 (A Critical Review of the Autonomy in Domestic Scientific and Cultural Governance: Focusing on Comparison with Overseas Advanced Cases)

초록

본 연구는 국내 과학문화거버넌스 자율성의 현황과 문제점을 파악하고 개선안을 제시하기 위해 이루어졌다. 이를 위해 대표적인 과학문화거버넌스 체계인 과학문화도시사업이나 과학거점센터를 운영하는 실무자들과 과학문화종사자들을 인터뷰하여 자율성의 수준을 분석하고, 9개 평가지표 항목에 기초하여 해외 선진사례와 비교한 후 국내 거버넌스 자율성이 지나치게 제한되어있다는 점을 확인하였다. 나아가 거버넌스 행위자들의 역량과 자율성 최적화 사이의 연관성에 대해 설명하고 국내 거버넌스의 수준을 평가하여 이에 최적화된 수준으로 자율성을 상향 조정해야한다는 점을 주장하였다. 구체적인 방안으로 첫째, 자생적 역량이 이미 검증된 지역 거버넌스에서는 자율성의 범위를 확대해야 한다. 둘째, 예산 집행에 유연성을 부여해야 한다. 셋째, 재정자립 방안을 제시하여 이를 실행할 수 있도록 도와야 한다. 넷째, 예산 지원기관에 중립성 의무를 부과해야 한다. 다섯째, 거버넌스 운영의 목표와 취지를 분명하게 전달해야 한다는 점을 제시하였다. 거버넌스 자율성 개선의 필요성과 이를 위한 방향성을 제시한 점에서 본 연구의 의미를 찾을 수 있으나 자율성을 최적화하기 위한 정량적 분석 방안을 제시하지 못한 것은 한계라 할 수 있다.

영어초록

This study aims to identify the current state of autonomy and its challenges in domestic scientific and cultural governance and to suggest improvements. To this end, the level of autonomy was analyzed by interviewing practitioners of the Science and Culture City Project and the Science Base Center Project, which are representative science and culture governance systems, and based on nine metrics, it was found that domestic governance autonomy is overly restricted compared to overseas advanced cases. As a specific measure, what follows were suggested. First, the scope of autonomy should be expanded in local governance where self-sustaining capabilities have already been proven. Second, flexibility must be provided in budget execution. Third, a plan for financial independence must be presented and support to implement it must be provided.. Fourth, a neutrality obligation must be imposed on budget support agencies. Fifth, the goals and purpose of governance operations must be clearly communicated. The significance of this study is that it suggests the need and direction for improving governance autonomy, but it is a limitation that it does not provide a quantitative analysis to optimize autonomy.
