기업지원 지역공동체 활성화 방식의 전제조건 : 사회적기업가 정신, 협력적 거버넌스 (Preconditions for Corporate Support and Local Community Revitalization: Social Entrepreneurship, Collaborative Governance)

초록

본 연구의 목적은 ‘기업지원 지역공동체 활성화 방식의 전제조건은 무엇인가?’에 대한 답을 찾기 위함이다. 이를 분석하기 위해서 지역공동체의 개념 및 현황, CSR의 개념과 CSR과 지역공동체 활성화와의 연계성에 대해서 정리하였다. 그리고 선행연구에 따른 지역공동체 유형 분석과 기업지원 지역공동체 활성화 방식의 개념과 실제 사례분석을 진행하였다.
특히, 사례분석은 현지답사, 이해관계자 인터뷰, 관련 문헌 자료를 통해 진행되었으며 추가적인 질문은 줌을 통해 확인하였다.
사례분석 결과, 로컬라이즈 군산, JOY’N 정읍, STAXX 프로젝트는 기업지원 지역공동체 활성화 방식으로 진행한 지역창업가 육성 프로그램으로 결과적으로 지역 청년의 수도권 이동으로 위축되어 있던 지역공동체에 지역자산 기반 창업가 발굴과 일자리 창출을 통해 지역공동체의 활성화에 기여하였으며, 기업지원 지역공동체 활성화 방식의 가능성을 보여주었다.
끝으로 본 연구는 기존의 지역의 문제를 해결해왔던 주체들이 각자의 이유로 문제해결에 한계를 보이면서 문제해결의 주체로 새롭게 등장한 기업의 역할에 주목했다. 기업지원 지역공동체 활성화 방식은 기본적으로 주민주도형 방식과 동일하지만, 부족한 지역공동체의 역량을 보완하기 위해 초기부터 외부기업의 지원을 받아 지역공동체를 발전하는 방식으로 주민주도형의 강점은 그대로 살리되, 기업이라는 새로운 협력자의 지원을 통해 약점을 보완할 수 있는 새로운 지역공동체 활성화 방식이다. 본 연구는 기업지원 지역공동체 활성화 방식으로 진행한 로컬라이즈 군산, JOY’N 정읍, STAXX 프로젝트 사례들의 전제조건을 분석했다는 점에서 의의가 있다. 본 연구가 인구감소로 위기를 겪고 있는 지역공동체의 복원 및 역량을 강화할 수 있는 기초자료로 활용되어 후속연구에 도움이 되기를 기대한다.

영어초록

The purpose of this study is to find the preconditions for corporate support in revitalizing local communities. To find out the resesrch question, this research contains the summary of concepts and current status of local communities, the concept of CSR(Corporate Social Responsibility), and connectivity between CSR and local community. Also the analysis of local community types based on previous research and case study of community revitalization are included in this research.
In specific, field visits, stakeholder interviews, and relevant literature were utilized to conduct a detailed analysis of cases involving corporate-supported local community revitalization. Additional questions were clarified through Zoom meetings.
As a result of the case analysis, it was found that the "Localize Gunsan," "JOY’N Jeongeup," and "STAXX Project" were local entrepreneur incubating programs conducted as methods of corporate-supported local community revitalization. These programs contributed to the revitalization of local communities, which had been shrinking due to the outflow of local youth to the capital region, by discovering entrepreneurs based on local assets and creating jobs, thus demonstrating the potential of corporate-supported local community revitalization methods.
Finally, this study focused on the emerging role of corporations as new problem-solvers in addressing regional issues, as traditional actors have shown limitations in solving these problems for various reasons. The corporate-supported local community revitalization method fundamentally follows a resident-led approach but supplements the insufficient capacity of local communities by receiving support from external companies from the early stages. This approach retains the strengths of resident-led methods while compensating for their weaknesses through the support of corporations as new partners. The significance of this study lies in the analysis of the preconditions for the "Localize Gunsan," "JOY’N Jeongeup," and "STAXX Project" cases, which were conducted as corporate-supported local community revitalization methods. It is hoped that this study will serve as a foundational resource for restoring and enhancing the capabilities of local communities facing crises due to population decline, and that it will aid in future research.
