사회보장협의체 제도의 성과 영향요인 분석: 메타 거버넌스의 전략적 요소를 중심 (Analysis on influencing factors on the performance of social security council system: Focused on strategic elements of meta-governance)

초록

사회보장협의체 제도의 운영 성과에 영향을 미치는 메타 거버넌스 전략적 요소로 수요자 만족도에 영향을 미치는 전략적 요소를 연구 분석한 결과, 주요 영향요인은 전문적 설계, 소통적 네트워크, 협력적 참여 순이며, 서비스 체감도에 영향을 미치는 요소는 전문적 설계, 협력적 참여, 자율적 구조화 순이고, 정책 호응도에 미치는 영향은 전문적 설계, 협력적 참여, 소통적 네트워크로분석된다. 지역사회보장협의체 제도의 운영은 사회자본의 요소를 작동시키는 것이 아니라, 향후에는 민관협치 조정기제에 적합한 메타 거버넌스(Meta Governance)의 전략적 요소(strategic constituent)를 접목시켜야 하며 중앙정부는 현행 사회보장위원회로 존치하더라도 각 시도에서관리하고 있는 사회보장위원회는 운영체제를 현행 시군구 및 읍면동 지역사회보장협의체와 같이자율성, 네트워크와 참여, 전문성 등 메타 거버넌스의 전략적 요소를 강조하고 있는 민관협치 조정기제(Public-Private Governance Coordination Mechanism)의 지역사회보장협의체 체제로 과감하게 전환할 필요가 있다.
민간 협력체계의 질적 제고를 위해서 자율성에 기반한 다양하고 다층화한 사회보장협의체로발전해 나갈 수 있도록 혁신적인 운영으로 민관 간 협치 조정기제가 제대로 작동되어 지역복지공동체 형성과 새로운 사회서비스 플랫폼(Social Service Platform)의 기반 확산을 토대로 체계적인 관리와 고도화된 질 관리가 필요하다. 미래 지역복지공동체 중추적 기능으로서 변화와 혁신을 촉진시켜 나가면서 역량을 확충하여야 하며 동시에 전국의 모든 시군구와 읍면동 지역사회보장협의체 역시 메타 거버넌스 체제에 의한 전략적 요소를 접목한 PDCA 관점에서 보는 종합 성과관리(IPRM: Integration Performance Review Model) 체제로 개편하면서 성과 협영(performance-governance) 형태를 접목하므로써, 운영체제와 성과 평가체계로 혁신하는 것이필요하며 이러한 전략적 운영 요소를 매년 4년차 사회보장계획 수립과 연차별 평가 시행계획에반영할 필요가 있다.

영어초록

The result of study, Analyze the strategic factors affecting customer satisfaction were strategic design, communicative network, collaborative participation. Strategic factors influencing service performance were the professional design, collaborative participation, autonomous structuring. the significance of influencing factors on policy response were in the order of professional design, cooperative participation, and communication network. Operation of community social security councils system should not activate social capital, but it should incorporate the strategic constituent of Meta Governance in the future. Such constituents that the central government emphasizes include autonomy, network, participation, and professionalism, as well as the existing social security councils and the local social security councils. The Public-Private Governance Coordination Mechanism requires a bold transition to a system of community security councils.
In order to improve the quality of the civil cooperation system, it is necessary to develop the local social welfare community and the social service platform. Based management and advanced quality management are also needed. In addition, it is necessary to enhance competency by promoting change and innovation as a pivotal function of the future regional community of welfare. At the same time, with respect to the local social security council of the whole country, it is necessary to innovate into operating system and performance evaluation system by incorporating performance-governance form while reorganizing into IPRM(Integration Performance Review Model) system. Accordingly, these should be reflected in the implementation plan.
