초록

이글은 포스트 코로나 시대 정부역할과 거버넌스의 대안적 방향성에 대한 전망과 제안을 담은 시론적인 연구이다. 연구자는 코로나 사태로 인하여, 향후 매뉴얼을 벗어난 ‘예외상황’과 ‘난제’에 대응하기 위한 전략적이고 적극적인 정부역할과 행정역량의 중요성이 다시금 강조될 것으로 보았으며, 이에 걸맞는 거버넌스와 정책과정으로의 변화가 요청됨을 제안하였다. 그리고 이를 보증하는 이론적 관점으로 무어(Mark H. Moore)의 ‘공공가치’(public value)에 대한 이해를 도모하고, 이를 바탕으로 포스트 코로나 시대 정부혁신과 변화관리에서의 부합성과 함의를 논의하였다. 여기에서 무어의 ‘공공가치’란, 공공조직의 지속가능성을 담보하기 위하여, 한정된 자원의 제약 상황 내에서 ‘조직의 이익(수익)’과 ‘공공의 이익(공익)’의 양자를 모두 충족할 뿐 아니라, 오히려 시너지(synergy)를 일으키기 위한 전략적 기획과 창의적 경영을 강조하는 이론적 입장을 의미한다. 이는 조직이 본업을 넘어서는 부가적이고 창의적인 활동 및 사업모델을 탐색하기 위한 적극적인 역할을 수행할 것을 강조한다는 점에서, 경영자의 전략적이고 창의적인 역할과 역량의 중요성을 환기한다. 더하여 공공가치 접근은 지역사회에 요청되는 효용과 가치를 발굴하고 현실화하기 위한 상호협력적인 공동생산(co-production)과 공동창출(co-creation)의 방법론을 강조한다.

영어초록

This study seeks to suggest the prospects and suggestions for the future government role and governance direction in the post-corona era. The researcher predicted that the need for “management of exceptions beyond the manual” and “protection of public safety and public interest” will be particularly emphasized in the future due to the corona crisis. Accordingly, it was suggested that a more “strategic and active role of administration” and a change to the governance and policy process that suits it is required compared to the previous one. In addition, from a theoretical perspective that explains and guarantees these changes, an understanding of Mark H. Moore's concept of “public value” was sought. This perspective refers to a theoretical position that emphasizes the role of active administrators, such as strategic planning and management, in order to harmonize public interests and organizational interests within the limited resource constraints in the management of public organizations. It aims to create public value, that is, the utility of ordinary citizens in the local community that goes beyond special customer values. In addition, this perspective emphasizes the methodology of cooperative co-production and co-creation to discover and realize the utility and value requested by the local community. This study aims to understand the concept of public value, and discusses conformity and implications in government innovation and change management in the post-corona era.
