초록

자유화를 통한 규제 개혁의 세계적인 추세에서 보편적 서비스의 목표는 위협을 받을 수 있다. 보편적 서비스를 지지하는 교차 보조 제도가 훼손되고 있기 때문이다. 다른 재원조달 방법들 중에서 선택하는 것은 근본적인 정책 문제이며, 주어진 상황과 요구에 따라 각 국가마다 다를 수 있다. 게다가 정부와 규제기관의 역할은 선택된 특별한 자금조달방식에 따라 달라질 것이다. 이러한 맥락에서 본 연구는 정책 결정 과정에서 제도적 구조의 중요성을 강조한 레비와 스필러(Levy and Spiller, 1996)의 틀에 초점을 맞춰 미국과 일본의 보편적 서비스 실행을 비교하려 한다. 연구는 미국의 분산된 규제 과정과 제정된 규제가 제도적 지배에 뿌리를 두고 있으며, 보편적 서비스의 친경쟁적인(pro-competitive) 실행을 촉진해왔다고 폭로한다. 반면, 일본의 전략적 실행은 더 많은 임의적 제도 시스템과 시장 순응적 개입에 대한 강한 규제 인센티브를 통해 가능했다.

영어초록

With a worldwide trend of regulatory reform through liberalization, the goal of universal service might be threatened because the trend would undermine the cross-subsidy arrangements that have underpinned universal service. The choice among the different financing methods is a fundamental policy issue and is likely to be different in each country, given its own conditions and needs. Furthermore, the role of government and the regulator will vary with the particular method of funding that is chosen. In this context, this study tries to compare the implementation of universal service in the US and Japan focusing on the framework of Levy and Spiller’s (1996), which emphasizes the importance of institutional structure in policy-making processes. The study uncovers that the decentralized regulatory process and formulated regulation in the US are largely rooted in its institutional governance and have facilitated pro-competitive implementation in universal service. By contrast, in Japan strategic implementation has been possible through a more discretionary institutional system and the strong regulatory incentives for market-conforming intervention.
