통합사례관리를 위한 거버넌스 구조 구축: 지역 복지전달체계 혁신방안의 모색 (Integrated Case Management through Governance Structure: Innovation of Community Welfare Delivery System)

초록

우리나라는 최근 10여 년간 급속한 사회변화를 겪으며 다양한 사회서비스에 대한 욕구 또한 가파르게 증가하고 있는 추세다. 따라서 사회서비스의 확대는 주요한 사회적 이슈로 급부상하며 빠르게 진행되고 있다. 이러한 사회서비스 욕구의 증가와 제도적 대응의 본격화는 그만큼 사회서비스의 효과적인 전달체계 구축에 대한 관심의 증가를 불러오고 있다. 이에 2000년 이후 사회복지사무소 시범사업, 시군구 주민생활지원 행정 개편 등에 이어 희망복지지원단을 통해 복합적 욕구를 가진 대상자에게 지역내 자원과 서비스를 연계하여 제공하는 통합사례관리가 도입되고 있다. 하지만 여전히 공공부조를 중심으로 한 선별적인 지역복지 행정의 한계는 계속되고 있다. 따라서 본 연구에서는 노인 돌봄 부분을 중심으로 전달체계상에서 나타나고 있는 현 사회서비스 전달체계의 주요문제를 체계적으로 검토해 보고 지역 복지전달체계의 혁신 원칙과 방향을 수립한 후 거버넌스 구조의 혁신을 통한 통합사례관리 모형을 모색해보고자 한다. 이를 통해 지방정부를 중심으로 지역 내 민관 복지자원들이 포괄적 협력관계를 구축하고 이를 기반으로 한 통합사례관리 체계를 통해 이용자 중심의 연계가 이루어질 수 있는 방안을 제안하고, 이러한 접근이 어떻게 이전의 분절적 접근의 한계를 뛰어넘으면서 이용자에 대한 서비스 보장과 효과적인 질관리를 가능토록 할 수 있음을 논의하고자 한다.

영어초록

During the past ten years, needs for various social services has been dramatically increased due to rapid social changes and it prompt the fast expansion of social services in Korea. This triggered intensive interests in effective delivery system and, follwing the Social Welfare Office pilot programme and adminitrative reform for Residents Living Support since 2000, integrated case management has been introduced through Hope Welfare Support Unit for users who have multiple needs to be supported by links with various services and resources in community. However, community welfare administrated is usually limited in selective support based on public assistance. Therefore, in this study, particulary focusing on elderly social care area, after major issues of current social service delivery system is systematically reviewed, the principles and directions of community welfare delivery system would be established and the integrated case management system based on innovation of governance structure searched. In this process, the way for forming comprehensive corporative relationship among community public-private welfare resources and user-focused integrated case management would be suggested, then a number of related issue discussed including how this approach could resolve limitation of current patchy approach and assure services for users, as well as improve service quality management.
