초록

본 연구는 지역문화 거버넌스의 변화를 주민참여의 관점에서 연구하였다. 주민참여는 Arnstein이 제시한 8단계의 참여 사다리 모형을 활용하여 분석하였다. 이를 통해 청주시의 문화도시 조성사업을 대상으로 문화도시 거버넌스 변화 양상을 살피고, 세부 사업별로 주민참여가 어떻게 발생하고 있는지를 고찰하였다. 청주시의 문화 거버넌스는 문화체육관광부, 충청북도, 청주시, 청주시문화산업진흥재단, 시민위원, 워킹그룹 협의제, 예술단체, NGOㆍ지역단체, 문화기업ㆍ문화단체 등을 포함하는 정책네트워크로 진화하고 있다. 주민참여의 단계는 단순히 제공되는 문화 프로그램을 소비하는 비참여를 넘어 정보제공, 협의(자문), 회유 단계의 형식적 참여단계를 지나 부분적으로 파트너십과 권한위임의 실질적 참여단계로 발전하고 있음을 확인하였다. 주민참여를 강화시키는 요인으로는 중앙정부의 정책기조 변화 그리고 정부와 지역주민을 매개하는 중간지원조직의 적극적인 역할이 있다. 현생 사업방식의 한계로는 주민참여의 형태가 행정에 의하여 사전에 기획되고 유도되고 있으며, 주민참여 및 거버넌스 구축에 대한 정량적 성과 제시가 어렵다는 점이 있다.

영어초록

This study examined the changes in local cultural governance from the perspective of resident participation. Focused on the case of the Cheongju Cultural City Program, resident participation was analyzed using the 8-step participation ladder model proposed by Arnstein The local cultural governance has evolved into a policy network that encompasses multiple stakeholders, such as the Ministry of Culture, Chungcheongbuk- do Province, Cheongju City, Cheongju Cultural Industry Promotion Foundation, citizen committee members, working group consultation systems, art organizations, NGOs, regional organizations, and cultural companies/organizations. It has been confirmed that the stage of resident participation extends beyond the non-participation stage of simply consuming the provided cultural projects and the formal participation stage of information provision, consultation, and placation. It has partially progressed towards the actual participation stage of partnership and delegated power.
Active involvement of intermediary organizations as mediators between the government and residents, alongside changes in the policy stance of the central government, are among the key factors that foster resident participation. Regarding problems with the participation program, firstly, the forms of resident participation were previously planned and induced by the administration rather than being initiated by residents. Secondly, measuring the outcomes of citizen participation and governance programs can be quite difficult.
