지속가능한 스마트도시를 위한 거버넌스 모델에 관한 개념적 연구 (A Governance Approach for the Sustainable Smart City)

초록

최근 들어 스마트시티에 대한 관심이 증가하고 있다. 정부 역시 상당한 예산을 들여 스마트시티 정책을 집행하고 있다. 그러나 U-City 정책의 연장선이 스마트시티 정책이 과거의 실패를 되풀이하지 않고 지역주민의 삶의 질을 제고하는 방향으로 집행되기 위해서는 기존의 기술중심의 스마트시티 연구와 달리 행정학적 접근이 필요하다. 특히 도시행정의 새로운 패러다임으로서 스마트시티를 이해할 경우 스마트시티와 연관된 다양한 집단들을 조화롭게 운영할 수 있는 거버넌스의 이해가 필수적이다. 이에 본 연구는 행정학에서 논의되고 있는 거버넌스 이론 가운데 주도조직 거버넌스 네트워크를 적용하여 스마트시티 수요파악단계, 스마트시티 설계단계, 스마트시티 개발단계 및 스마트시티 운영관리단계 등 각 단계에서 어떠한 방식으로 거버넌스가 운영되어야 하는지에 대한 방안을 제시하였다. 또한, 주도조직의 조건으로 스마트기술에 대한 전문성 확보와 더불어 국토균형발전과 지역특수성반영을 모두 이룰 수 있도록 전국조직망을 갖출 것을 제시하였다. 본 연구는 영미권 중심으로 논의가 이루어진 거버넌스 이론을 적용하여 우리나라의 새로운 도시행정의 패러다임으로서 스마트시티의 운영방식을 제시하였다는 점에서 이론적 의의와 정책적 의의를 갖는다고 볼 수 있다.

영어초록

Recently, much attention has been given to smart city, and Korean government actively implements smart city policies with financial supports. However, to overcome past failure of U-City policies emphasizing technological approaches and to improve the quality of citizen’s life, administrative approaches need to be taken seriously. Moreover, if a smart city is viewed as a new paradigm to manage cities, understanding governance that can harmoniously coordinate local stake-holders with diverse interests is prerequisite. Accordingly, the current study with application of lead-organization governed networks model suggests how smart city policies should be implemented at each stage of understanding demands of smart city as well as planning, developing, and managing a smart city. Furthermore, the current study proposes nation-wide networks as a condition of a lead-organization of smart city networks in order to secure expertise in smart technologies as well as to accomplish balanced national-regional development. The contribution of the current study is to provide how to operate smart city as a new paradigm of urban management by applying governance theory.
