일본 오사카의 도시혁신과 거버넌스: 도시재생전략을 중심으로 (The Urban Innovation and Governance in Osaka Metropolitan Area)

초록

본 연구는 동북아 주요 해양도시이자 일본 제2의 도시인 오사카(大阪) 도시정부에서추진 중인 도시혁신전략을 중심으로 형성되고 있는 도시 거버넌스의 운영방식과 특징에대해 고찰하려는 목적을 가진다. 이를 위해 다음과 같은 몇 가지 점에 분석의 대상과 초점을 두었다. 먼저, 오사카 지역에 있어서 도시성장의 위기와 이에 따른 도시혁신전략수립의 필요성을 이해하고, 구체적인 대도시권 자립화 전략과 도시재생 프로젝트를 중심으로 도시혁신 전략의 목표와 특징을 파악하였다. 둘째, 도시혁신을 주도하고 있는 오사카 도시정부가 어떠한 구체적인 정책수단을 통해 이를 실현하려고 하는지를 살펴보았다. 이를 위해 도시 주요 인프라 및 재개발사업을 중심으로 한 공간촉진전략, 전략산업화와 혁신클러스터(cluster) 조성 등을 통한 산업발전전략, 그리고 국제 통상과 교류, 외자 유치, 이벤트 사업화 등을 목적으로 추진되는 세계도시전략 등을 중심으로 분석하였다. 분석결과, 오사카 지역에서는 활발한 민관협력에 의한 아래로부터의 도시 거버넌스 구축이 적극적으로 진행 중이라고 평가되었다. 특히 민간기업, 지역 언론, 시민단체, 그리고 지방정부와 중앙정부 상호간에 정책 교환과 수용에 적극적이며, 광역차원에서도‘간사이광역연휴협의회’(關西廣域 携協議會)가 제도화될 정도로 거버넌스의 광역화가어느 정도 성숙되어 있다. 요컨대, 아래로부터, 민관 주체 상호간, 그리고 광역적인 거버넌스의 구축이 특징적이다.

영어초록

This study deals with the way of operation and features in the urban governance of Osaka city, which is the second largest city in Japan and one of leading ocean cities in Northeast Asia.
The study is consisted of two main concerns. On the one hand, the study reports the objectivity and features of urban innovation strategy; 1) understanding of crisis in the growth of city, 2) planning of urban innovative strategy and 3) implementing metropolitan self-reliance strategy and urban regeneration projects. On the other hand the study notices that the specific instrument for the realization of the urban innovation; 1) the strategy of “place promotion” by promoting replacement of infrastructure and reconstructing of city, 2) the strategy of “industrial development” by developing strategic industries and innovative clusters, and 3) the strategy of “world city” by vitalizing international trade, foreign investment and the business of event.
Another front, the study is also reporting that two main players for urban innovation strategy; one is the public-private partnerships; the other is “the committee of Osaka metropolitan linkage” as the organization of urban governance working.
