초록

본 논문의 연구목적은 ‘3.11 코로나19팬데믹’ 감염병 재해 이후 글로벌 정치사회의 변용에 대해 개관하고, 한국과 일본이 어떻게 대응하고 관리하고 있는지 즉 거버넌스 및 위기대응에 관해 비교 분석하는 데 있다. 특히, 국가 혹은 비정부 행위자들의 감염병 대비 및 대응체제의 차이점과 공통점을 고찰하고 있다.
감염병 재해가 초래하는 학문분과 및 그 범주는 정치, 경제, 인문사회, 문화, 사상, 스포츠, 지구환경, 과학기술, 공동체, 언어적 측면 등이 융복합적으로 상호작용하며 맞물려 있다. 한국과 일본의 감염병 재해 거버넌스를 비교해보면, 의료 및 과학기술만으로 해결할 수 없다는 점을 알 수 있다. 즉 과학기술과 인문‧사회‧예술의 융합을 통한 접근 및 대응책이 매우 중요하다고 할 수 있다.
이는 코로나19 감염병 재해에 대응하기 위해서는 사회적 재해 및 사상이나 이념의 변화를 아우르는 ‘인문적 재해’ 대응도 포함하는 학제적 접근이 절실했다는 것을 나타내는 것이다. 결론적으로, 한국은 프로세스 및 메커니즘을 규명하는 융복합적 대응방식으로 전환되었으나, 일본은 단절된 거버넌스라는 한계로 말미암아 예기치 못한 재난 상황을 연출하고 있다. 대지진에 관한 효율적 ‘리스크 매니지먼트’가 높이 평가받아왔던 반면, 전염성이 강한 감염병 재난·안전 관리에 있어서는 매우 취약한 거버넌스가 표출된 결과로 해석된다.

영어초록

The purpose of paper is an overview of the transformation of the post global political society after the '3.11 COVID-19 Pandemic' disaster, and provide comparative analysis on managing governance and crisis responses of Korea and Japan. As the global history will be defined as ‘before corona (BC)' and 'after corona (AC)', a worldwide massive transformation is being suggested.
It is unknown that how the pandemic will bring complex and convergent result through interactions of changes in each sector of the society and inheritance of the wealth. However, the summary of comparative analysis for whether Korea and Japan responded to the state or non-governmental actors' preparations and response systems of infectious disease under the guidance of '3.11 COVID-19 pandemic' is like as follows.
The range of disciplines caused by infectious disease disasters crosses and complexly interacts through politics, economy, human society, culture, ideology, sports, global environment, science and technology, community, and linguistic aspects. When it comes to compare the infectious disease disaster governance of Korea and Japan, it is the critical point to focus that whether they have prepared approach or response measure to solve major problems of infectious disease through a fusion of humanity, society, and arts along with scientific technologies that the medical science cannot handle alone.
It shows the necessity of inter-disciplinary approach which includes response measure to a 'humanistic disaster' including social disaster and changes on thoughts and ideologies. Overall, Korea transformed itself into complex response process to clarify the process itself and mechanism, however, due to its limitation originated from the severance of governance, Japan is facing unexpected disaster situation. Indeed the risk management focused on the greater earthquake is much vulnerable measure to manage a highly infectious disease.
