소규모 동 통폐합의 추진실태와 정책성과에 관한 연구: 경상남도 4개 시 동 통폐합 실패 및 성공사례를 중심으로 (A Study on Actual Conditions of Driving and Policy Results of Merger and Abolition of Small-sized Districts: Focused on the Cases of Failure and Success of Merger and Abolition of Districts in 4 Citie)

초록

본 연구는 소규모 동 통폐합 추진정책과 관련하여 선행연구 등을 토대로 정책실패 및 성공요인을 정책형성및 결정단계, 정책집행단계, 정책실패에 따른 학습태도로 구분하여 원인을 분석하였다. 먼저, 정책형성 및 결정단계에서 소규모 동 통폐합 실패 사례지역인 3개 시를 분석한 결과, 청사위치 및 동 명칭 등을 두고 지역 내이기주의가 심각하게 표출되었으며, 정책설계의 오류와 시간적 제약 등으로 인해 실패한 것으로 나타났다. 다음으로 정책집행단계에서도 의견수렴 과정상의 문제 등 절차적 정당성 부족과 집행체제의 능력 문제도 실패의원인으로 작용하였다. 마지막으로 정책실패에 따른 학습태도 측면에서 사회적 차원의 정책학습이 부족했으며, 타 정책의 부정적 상승작용도 소규모 동 통폐합 정책의 실패에 영향을 미친 것으로 나타났다. 이에 반해 소규모 동 통폐합에 성공한 진주시의 경우에 이러한 문제를 극복하고 해결함으로써 동 통폐합에 성공한 것으로 나타났다. 이러한 결과를 토대로 향후 소규모 동 통폐합의 성공을 위한 전제조건으로 지역 내 이기주의를 극복하기 위한 방안으로 중재역할을 담당할 전담기구 설치, 절차적 정당성을 확보하기 위한 협력적 네트워크의 형성, 집행절차의 결함을 보완하기 위한 새로운 지침과 규정 마련, 지방행정체제 개편과 연계한 학습조직 구축 등을제시하였다.

영어초록

The purpose of this study was to analyze what causes the policy failure success of merger and abolition of small-sized districts by reviewing related prior researches and examining factors of the failure and in terms of policy formation and determination, policy execution and the attitude of learning in relation to policy failure. Specifically, this study investigated cases of failure to merger and abolition of small-sized districts in 3 cities. As a result, the study found that there were a severe local selfishness over where to locate the consolidated district building and what to name the consolidated districts, and that the failure of merger and abolition was partly due to policy design errors and temporal limitations. Next, the policy failure was found attributable to the lack of procedural legitimacy, especially, poor collection of public opinions, and the poor capability of the execution system. Finally, the lack of policy learning within social contexts and negative synergy with other policies contributed to the policy failure. In contrast, the city of Jinju succeeded in the merger and abolition of its small-sized districts by overcoming or resolving the above problems that cause the merger and abolition policy. Considering its findings, this study suggested some requirements for the successful merger and abolition of small-sized districts like establishing an arbitration agency that is exclusively charge of problems with local selfishness, forming collaborative networks that aim to ensure the procedural legitimacy of the merger and abolition policy, setting new guidelines and regulations to make up for deficits in the execution procedure of the policy and building up a learning organization in association with reforms of the local administrative system.
