공공공간에서의 안전디자인 적용을 위한 기본원리 도출 연구-국내 4개 도시 공공공간 디자인가이드라인 분석을 중심으로- (A Study on Getting the Basic Principles to Apply Safety Design in Public Space -Focused on the Analysis of Public Space Design Guidelines of 4 Cities in Domestic-)

초록

도시 공간에 대한 심미적 측면의 디자인 사업이 활발했던 데 비해 안전⋅편의성 강화를 위한 시도는 부족했다. 그러나 최근 CPTED 적용사업 등을 통해 공간 안전디자인의 효과가 입증되었다. 이에 본 연구는안전디자인의 가치에 주목하여, 심화연구를 위한 선행과제로서 기본원리와 실행전략을 도출하고자 했다.
연구방법은 논문, 단행본을 포함한 국내외 선행연구 및 4개 도시 공공디자인 가이드라인과 같은 지자체 보고서 등의 문헌조사를 중심으로 진행되었다.
연구범위에는 안전디자인 개념 및 유니버설 디자인,CPTED 등 관련 이론에 대한 이해, 국내 디자인가이드라인 내 안전지침 현황, 이의 결과를 토대로 한 안전디자인 기본원리 정립과 실행전략이 포함된다.
안전디자인은 공간을 포함한 모든 영역에 적용되며편의성과 같은 타 기능과의 융합을 통해 발전된다. 유니버설 디자인과 CPTED의 실행전략은 이러한 안전디자인 기본원리의 주요 기준이 될 수 있다.
국내 4개 도시의 공공디자인 가이드라인 안전지침을 분석한 결과, 지시 대상 및 성격에 따라 개별 시설물 구조에 대한 언급인 Object형, 시설군의 배치와 관련된 Placement형, 분위기 조성을 통한 행동 유도 방식인 Behavior형으로 구분되었다. 그러나 다수가Object형에 해당되어 총체적⋅맥락적 측면에서의 방안이 보완되어야 할 것으로 보인다. 연구결과로 도출된 안전디자인 기본원리는 다음과같다. Object에 대한 기본원리는 1.장애 없는 이동, 2.
적정 규모, 3.안전⋅편의적 구조이다. Placement형 기본원리는 1.지정 영역제, 2.사전 경고 시스템, 3.사후대응 시스템 마련이다. Behavior형은 1.복합적 사용,2.개방적 공간구조, 3.원활한 유지관리로 종합된다.
각각에 대한 실행전략으로는 보도의 평탄성 확보와내비게이션 구축, 휴먼 스케일 구조, 상해요인 제거,사용성⋅영역⋅활동 강화, 경고 및 신고 시스템 확충,가시영역 확장, 신중한 재질 선택과 즉각적 보수 청결등이 제시되었다.

영어초록

Compared to the design project relating to aestheticaspect of the urban place were active, safety designprojects were passive. However, the effect of safetydesign for urban place has been confirmed throughCPTED projects. Therefore, this study draws the basicprinciples and execution strategy as prior challenge foradvanced research with a focus values on the safety.
Research method was focused on the literatureresearch of local governments report such as four urbanpublic design guidelines, including a book and researchpaper.
The scope of research includes safety designconcepts and universal design, the theory relating toCPTED, safety factors guidelines in the domesticdesign guidelines and the establishment of the basicprinciple and execution strategy of safety design.
Safety design could be applied to all fields includingurban places and devoloped through convergence withother functions such as convenience. Design strategyof Universal Design and CPTED could be the maincriteria for basic principle of safety design.
In the result of analysis of the safety factorsguidelines on four domestic public design guidelines,there are three prototypes such as Object types aboutthe structure of individual facilities, Placement typesassociated with the facility group placement andBehavior type of the action induction through creatingan atmosphere. However, many of the contents wererelevant to Object type, alternative from the overallcontext aspects should be complemented.
The basic principle of the derived safety design isas follows. The basic principles of the Object are 1.themobility without barrier. 2 human scale. and 3. safeconvenient structure. The basic principles of Placementtype are 1. appointment area, 2. advance warningsystem. and 3. post-action system. Behavior types are1. Mixed-use, 2. open space structure. and 3.
comprehensive maintenance.
The execution strategies for each principle arepavement smoothness, building navigation, the structureof the human scale, removal of accident factors,enhancement of activities, warnings system, the visibleexpansion, the selection of careful materials, andimmediately repair clean.
