시･군 조정교부금제도의 개정이 재정형평성에 미치는 영향 - 경기도 31개 시·군을 대상으로 - (The Effect of Revision of the City-county Grant System on Fiscal Disparity: With Special Reference to Gyeonggi Province)

초록

본 연구의 목적은 2017년 지방재정법시행령 개정에 따른 시·군 조정교부금제도의 개정이 자치단체 간 재정형평성에 어떠한 영향을 미치는지를 알아보고, 제도개정의 타당성을 분석하는 데 있다. 이를 위해 경기도 내 31개 시·군을 대상으로 2011년부터 2016년까지 6년간의 재정자료를 활용했다. 본 연구의 가장 주목할 만한 결과는 재정형평성을 분석할 때, 세입총액과 1인당 세입액이 서로 상반된 결과를 도출한다는 점이다. 분석결과를 보면, 총액기준에서는 조정교부금이 재정형평성을 악화시켜 제도 개정의 필요성을 제기하고, 개정된 배분기준에서 재정형평성을 개선시키는 것으로 나타났다. 하지만, 1인당 세입기준으로 보면, 조정교부금이 재정형평성을 개선시키고, 개정된 배분기준은 재정형평성을 오히려 악화시켰다. 또한, 불교부단체에 90%까지 적용되던 우선보전율을 10%씩 낮춰 가며 실시한 시뮬레이션분석 결과, 우선보전율의 변화가 재정형평성에 미치는 영향이 미미하게 나타났다. 이와 같은 분석결과는 재정력이 우수한 자치단체의 재원이 상대적으로 부족한 지역에 배분된다하여 반드시 재정불균형이 개선되는 것은 아니라는 점과 궁극적으로 시·군 조정교부금제도의 개정이 재정형평성 제고에 기여하지는 않을 수 있다는 점을 시사한다.

영어초록

The purpose of this study is twofold. Using data from 31 local governments in Gyeonggi Province from 2011 to 2016, first, it examined the effect of revision of the city-county adjustment grant system in 2017 on the fiscal disparity among local governments. Second, it analyzed the feasibility of the system revision. The notable finding is that when measuring fiscal disparity, the total revenue and the per capita revenues produce in conflicting results. According to the analysis, since on a gross basis, the current grant system deteriorates fiscal disparity, the system revision is necessary and the revised grant system appears to improve fiscal disparity. On the contrary, on a per capita basis, the current system improves fiscal disparity and the revised system worsens fiscal disparity. In addition, the simulation analysis shows that lowering priority conservation rate had no significant effects on fiscal disparity. These findings imply that even if the financial resources of rich regions are transferred to the poor regions, fiscal inequality among regions does not necessarily improve and thus, the revision of grant system may not contribute to raising fiscal disparity.
