McGann지표를 응용한 한국의 싱크탱크 평가: 경제･인문사회연구회 산하 23개 국책연구원을 중심으로 (The Korean Government Think Tank Evaluation Study Applied by McGann Indicators: 23 NCRS Government Think Tanks Case)

초록

본 연구는 우리나라 경제･인문사회연구회 산하 23개 국책연구원을 대상으로 각 연구원의 정책생산 역량을 McGann 모델에 대비시켜 평가한 분석연구이다. 이제는 우리나라 국책연구원들도 국제적 평가에 대비해야 한다는 점에서 본 연구는 싱크탱크 평가의 시범적 연구로 볼 수 있다. 이를 위해 McGann 지표 중 객관성이 높고 우리의 현실에 적합한 자원지표와 수요지표만을 분석모델에 포함시켰다. 자원지표는 재정의 수준 및 안정도라는 재정자원지표와 연구 인력의 수준을 평가하는 인적자원지표를 사용했다. 수요지표에서는 직접확산지표와 간접확산지표를 사용했다. 분석 결과는 다음과 같다: i)각 연구원은 정부업무대행 성격의 사업은 지양하고 정책연구 본연의 업무에 충실해야 한다. ii)정부출연금에만 의존하지 말고 연구원 자체 수입 발굴에 노력해야 한다. iii)경상경비보다는 연구사업비 예산을 늘려야 한다. iv)재정안정도를 높여야 하며, 특히 비유동성부채를 줄이도록 해야 한다; v)선임연구자와 비선임연구자의 적정비율을 유지시키되, 인력의 선순환 구조를 만들어야 한다. vi)간접정보확산도 제고를 위한 언론노출도 전략을 세워야 한다. 및 vii)전통적 직접정보확산도기재보다는 새로운 기재를 개발하여야 한다.

영어초록

This study aims to analyze and evaluate their capacities of 23 think tanks performance instituted under NRCS(The National Research Council for Economics, Humanities and Social Sciences) in Korea. As a pilot study, the study employs two indicators which derive from McGann’s Model of think tank evaluation, and they are two resource indicators of financial and human resources and two demand resource indicators of direct and indirect information diffusion mechanism. Research results show that each think tank must: i)focus on the policy development research job rather than government agency’s daily duty implementation; ii)put more efforts to promote self-reliance financial measures rather than depending on the government budget; iii) expend more budget into the research project than into general expense; iv)put more emphasis for the improvement of non-current liabilities to secure better financial sustainability; v)maintain the virtuous circle of researchers between senior and non-senior researchers; vi)establish the mass media exposure strategies for better indirect policy information diffusion; and vii)find new channels rather than the old traditional direct policy information diffusion mechanisms.
