초록

주어진 예산과 기간에 맞춰 향후 계획된 다수의 위성개발을 차질없이 효율적으로 달성하기 위해서는 기술관리·감독 업무의 적절한 기준과 세부절차 수립에 관한 연구가 국내에서도 본격적으로 착수되어야 할 필요성이 있다. 이를 위해 본 연구에서는 국내외 위성 기술관리·감독 업무 사례를 조사하였고, 다양한 위성개발사업의 임무 중요도 등급을 산출하기 위한 평가 기준을 수립 및 제안하였다. 주어진 임무 중요도 등급에 따라 적용 가능한 기술관리·감독 업무를 3단계로 구분하여 수립 및 제안함으로써 기술관리·감독 업무의 개선을 이루고자 하였다. 이를 통해 궁극적으로는 국내 위성개발사업에 적용할 수 있는 효율적인 기술관리·감독 업무체계와 절차를 수립하는 데 기여하고자 한다.

영어초록

In order to achieve multiple planned satellite developments efficiently and without interruption within the given budget and timeframe, there is a need for a comprehensive study on establishing appropriate standards and detailed procedures for technology management and supervision for domestic satellite programs. For this, the present study surveyed domestic and foreign cases of satellite technology management and supervision. Then we established and proposed evaluation criteria for deriving the mission classification of various domestic satellite development programs. In addition, we established and proposed three levels of technology management and supervision tasks, that can be applied according to the given mission classification, to achieve some improvements. Ultimately, we aim to contribute to the establishment of an efficient technology management and supervision system and procedures that can be applied to domestic satellite development program.
