초록

연구 목적: 본 연구는 「지방자치분권 및 지방행정체제개편에 관한 특별법」(약칭: 지방분권법) 바탕으로 제정된 「자치분권 촉진 및 지원에 관한 조례」에 대해 전국 17개 시도의 조례 제정 현황에 대해 살펴보고 지역별 차이를 제시함에 그 목적을 두고 있다.
연구 방법: 기존 발표된 문헌 조사를 바탕으로 각 지역에 제정된 조례를 비교하였다.
연구 내용: 본 조례의 목적, 정의, 책무, 협의회 등에서는 전 지역에서 모두 규정되어 있었으나 실무위원회 구성, 지원센터 설치 유무 등 추진체제의 운영 규정에 따라 지역별로 조문 수의 차이가 있었다.
결론 및 제언: 전국이 획일적인 조례 제정으로 각 지역의 특색을 잘 반영하지 못함에 아쉬움이 있으며, 향후 조례를 제･개정하려는 지방자치단체 관계자들에게 조금이나마 이바지할 수 있음에 그 의의를 둘 수 있으며, 추후 후속 연구를 통해 조례 운영 사항이나 분권 촉진 모형 등을 제시할 수 있는 연구가 필요하다.

영어초록

The purpose of this study is to examine the current status of ordinances in 17 cities and provinces nationwide and to present regional differences in the Ordinance on Promotion and Support of Autonomous Decentralization enacted based on the Special Act on Decentralization and Reform of Local Administrative System (abbreviation: Decentralization Act). As for the research method, the ordinances enacted in each region were compared based on the previously published literature survey. The purpose, definition, responsibility, and council of this Ordinance were all stipulated in all regions, but there were differences in the number of provisions by region depending on the operation regulations of the promotion system, such as the formation of working committees and the establishment of support centers. It is regrettable that the nation does not reflect the characteristics of each region well due to the enactment of uniform ordinances, and it can contribute a little to local government officials who want to enact and revise ordinances in the future.
