초록

이 논문은 경부대운하 프로젝트와 낙동강 개발에 대해 ‘인문생태’의 입장에서 검토해 보려는 것이다. 현재 운하 건설은 강력한 반대 여론에 부닥쳐서 잠시 주춤하는 모습을 보이지만, 기본적으로 사업 추진의 입장을 버리지 않고 있으며, 내부적으로 사업 추진을 일부 진행 중이기도 하다. 우리 역사상 최대의 토목공사가 될 이 사업은 찬반의 입장이 팽팽히 맞서 있지만, 아쉽게도 대부분 정치적 논쟁으로 이어지고 있어서 차분한 검토가 제대로 이루어지지 못했다. 이와 같은 시점에서 운하 사업 찬성론자들은 운하 건설이 ‘생태적’이라거나 ‘친환경적’이라는 말을 앞세우고 있어서 마치 운하 건설 자체가 생태적이고 친환경적인 것처럼 호도되고 있다.
이와 같은 현실에서 본 논문은 크게 두 부분을 검토해 보려고 한다. 첫째, 우리는 무엇인가 ‘개발’하고 ‘건설’한다면 그것은 결코 생태적일 수 없음을 지적하려고 한다. 특히 심층생태학의 입장에서 현재 대운하 건설론이 가지고 있는 ‘지속가능한 개발론’이 가진 문제점들을 지적함으로써, ‘개발’과 ‘생태’가 같이 접합될 수 없음을 분명히 하려 한다. 아무리 ‘생태적’이고 ‘친환경적’ 개발이라고 주장해도 그것은 개발이며, 그 속에는 개발의 논리가 우선적으로 작용하고 있기 때문이다. 따라서 대운하는 생태계 파괴의 위험을 무릅쓰고서라도 개발에 나설 것인가라고 묻는 것이 보다 정직할 것이며, 어떻게 하면 생태계 파괴를 최소화할 것인가를 토론하는 것이 보다 바람직할 것이다.
이와 같은 입장에서 두 번째는 ‘낙동강’의 특수성에 맞추어서, 운하 계획을 검토해 보려고 한다. 여기에서는 찬성과 반대라는 입장을 가진 주장보다는, 경부대운하 사업이 생태적으로 대재앙임에도 불구하고 굳이 추진해야 한다면, 그 속에서 반드시 검토해야 할 낙동강의 특수성은 어떠한 것이 있는지를 살펴보려는 것이다. 이러한 이유에서 경부 대운하 건설에 앞서 역사나 문화, 사회 등의 측면을 반드시 고려할 필요가 있으며, 낙동강의 경우는 더욱 그러하다는 주장을 펴고자 한다. 그리고 자연 뿐만 아니라 역사, 문화, 사회 등 여러 측면을 한데 묶어 보는 것이 진정한 ‘생태론’적 관점이라는 주장과 더불어 이러한 우리의 관점을 ‘인문생태’라는 말로 규정하는 것이 가능할런지도 타진해보려 한다.

영어초록

The purpose of this paper is to examine the Gyeongbu(Seoul-Busan) canal project and Nakdong river development from viewpoint of 'Humanistic Ecology'. Nowadays canal construction project meets with opposition by public opinion, but government basically holds on to the idea of construction, and continues in original project innerly. This project, which is the biggest engineering works in Korean history, is well matched pros and cons but can not examine strictly because most of issues is related to political dispute. At this point of time, the consenting party is insisting that the Gyeongbu(Seoul-Busan) canal project is ecological and pro-environmental and patching up e problem of the essence. So, this paper will examine two parts largely. Firstly, we want to indicate that developing or constructing something it self can not be ecological. Especially, from the deep ecological point of view, we want to reveal the errors and problems of the Gyeongbu(Seoul-Busan) canal project, continual development argument, has and make clear that development and ecology can not put together. Though they insist that it is ecological and pro-environmental project, the project is obviously development because it has applied the development principle in it. So it is more honest to ask questions like "Do we have to construct the canal despite of ecosystem destroy?" or " How can we minimize ecosystem destroy?" Secondly, we will examine the Gyeongbu (Seoul-Busan) canal plan from special features of Nakdong river. In this point, if we have to continue this project even though it is disastrous, we have to examine the special features of Nakdong river. Before constructing Gyeongbu(Seoul-Busan) canal, we have to examine the history, culture and society of Nakdong river. And we insist that genuine ecological viewpoint involves historical, cultural and social aspects.
