초록

As sports administration has been enlarged and sophisticated, central and local government in charge of it needs to distribute their responsibilities vertically to carry it out, and at the same time, needs to integrate it centrally and synthetically. Therefore, it seems to be important that centralization and localization of administration harmonize with each other, and their distribution of duties is equitable.
Even recently, most of the sports task have assigned by central government. Thus, it is urgent, for solid localization to task relating to a local area rather than the whole nation can be transferred to local government. Nevertheless, administration affairs and duty transfer to local government incomplete because acts prescribing duty present no concrete criteria for it; duty definition for central and local government seems to be reformed.
Subsequently, so as to redistribute administration affairs and duty between central and local government as a prerequisite for localization and for the responsibility guarantee of local government needs the development concrete criteria as popular rule, efficiency, equity, economy.
