정부 간 기능배분에 관한 실험적 적용에 관한 연구 (An Experimental Study on the Role Allocation Between Government and Local Governments)

초록

지역의 경제사회구조와 행정은 밀접하게 연관된다. 따라서 대부분의 국가들은 행정구역이 경제구조, 지리적 공간과 완전히 일치하지는 않지만 연결되도록 노력하고 있다. 본고에서는 경제변화와 고령화 등 사회의 재구조화의 원인으로 인하여 1980년대와 90년대 유럽, 일본, 그리고 우리나라에서 있었던 자치행정 계층 및 통합에 대한 이론적 논의를 하였다. 본고에서는 정부 간 기능배분에 관한 국내외의 논의, 정부 간 기능배분을 위한 기준의 분석틀, 그리고 분석틀을 통하여 정부 간 기능배분을 위한 실험적 적용을 해보았다. 결론적으로 강조하고 싶은 것은 행정구역 통폐합과 계층제의 축소 문제들에 있어서 자치단체들 간의 기능 조정이 우선되어야 한다는 것이다. 분명히 현 시대의 규모의 경제와 관계된 논쟁, 외부적 세계화, 사회 및 지역의 동등성, 경제적 균형의 동일한 수준을 유지하기 위한 요구는 지역들의 집합이 보다 커지기를 요구한다. 그러나 외국의 사례를 보더라도 구역과 기능의 일치된 논리를 찾기는 힘들다. 즉, 지역집합체의 문제에 대한 단일한 해답을 내놓은 것은 불가능하다는 점이다. 따라서 자치단체 구역 간 통합을 하는 것보다는 자치단체의 기능은 시대에 따라 지역에 서비스의 대상에 따라 끊임없이 바뀔 수 있다는 점을 깨달아 자치단체 간의 기능 조정이 정책의 우선순위로 되어져야 할 것이다.

영어초록

Region's economy is closely tied to the society's structure and administration. Therefore, most of the countries are trying to connect administrative section of the national economic structure and geographical space although it's not completely united. This study will theoretically discuss about self-governing administration's hierarchy, and integration of 1980s and '90s in Europe, Japan and Korea, which are caused by economic change, aging society, and restructuring in society. In addition, through a discussion about a single system and federalism, we compared countries' self-governing system of national and local functions based on the reference books. In summary, district reorganization relevant to self-governing service is made by domestic and foreign environmental factors, which is, transferring authoritarian regime to democracy, changes of the national financial condition, the reorganization of the local economy, the drift of the interest group in the region, and the regionalism and centralism based politics. There is little relation between administrative functions and scale of local government. However, considering that a local government's function is constantly changed by times, areas, and objects of the service, tuning the way of functions between local governments should be prior to integration of areas.
