정부 간 행정관계와 차이의 정치 (Intergovernmental Administrative Relationships and Politics of Differences)

초록

본 연구는 중앙정부와 지방정부 간 행정관계에서 중앙정부는 지방정부별 차이를 존중하고 있는지, 즉 지방의 정체성을 존중하고 있는지를 분석하고자 하는 목적을 가지고 수행하였다. 연구목적의 달성을 위하여 동화주의와 민주적 문화다원주의 관련 논의를 살펴본 후 차이를 존중하는 민주적 문화 다원주의 가치를 지향하여야 정의로운 사회라는 것을 도출하였다. 이러한 논리를 정부 간 행정관계 (행정기구와 인력 그리고 기능이양)에 적용하여 중앙정부가 지방정부의 차이와 정체성을 존중하고 있는지를 파악하였다. 정부 간 행정관계에 대한 분석결과 중앙정부는 지방정부의 차이와 정체성을 존중하고 있다고 보여지지는 않는다. 지방정부의 차이와 정체성을 존중하지 않는다는 의미는 지방을 동질화시킨다는 의미가 된다. 지방의 동질화현상이 지속 및 확대되면 병적인 동질화로 이어질 것이다. 병적인 동질화는 중앙정부의 동질화 시도에 동화되지 못하는 지방정부를 어렵게 하고, 이는 국가경쟁력을 약화시키는 요인으로 작용할 가능성이 크다. 따라서 정부 간 행정관계에서 중앙정부는 지방정부의 차이와 정체성을 존중할 수 있는 방향으로 행정기구와 인력 그리고 기능이양 방향을 설계하여야 할 것이다. 구체적으로는 행정기구와 인력을 설계하는 과정에서 지방정부가 적극적으로 참여하여 의견을 개진할 수 있도록 다양한 기제를 마련하여야 하며, 중앙기능을 지방으로 이양을 할 때에는 지방의 차이와 정체성을 반영한 차등분권을 추진하기 위하여 노력하여야 한다.

영어초록

The purpose of this study is to analyze whether the central government respects the differences and identity of local governments. In order to achieve the purpose of this research, the discussion on assimilationism and democratic cultural pluralism was examined and it was derived that a just society should be oriented toward democratic cultural pluralism values that respect differences. This logic was applied to inter-government administrative relationship (the organization, size of civil service, function) and determined whether the central government respects the differences and identity of local governments. The results of analysis show that the central government does not respect the differences and identity of local governments in inter-government administrative relationship. However, the central government is trying to change the direction of respecting the differences and identity of local governments. The central government's efforts appear to be positive. The lack of respect the difference and identity of local governments means homogenizing the local government. Accelerating the homogenization of local governments will lead to pathological homogeneity. If the pathological homogenization phenomenon continues and expands, local governments that fail to respond to homogenization attempts will find it difficult to follow the central government's attempts, so they will not agree with the central government's opinion. This phenomenon will serve as a factor that weakens national competitiveness. Therefore, in administrative relationship inter-governments, the central government will have to design organization, size of civil service and function in a way that respects the differences and identity of local governments. Specifically, the central government should prepare various participation mechanisms so that local governments can actively express their opinions in the design process of organization and size of civil service. In addition, the central government shall endeavor to promote differential decentralization when transferring functions of central government to local government.
