경험적 사회조사의 문화적 의의 (Cultural Significance of Empirical Social Research)

초록

경험적 사회조사는 사회과학의 핵심적인 방법으로서 사회과학뿐만 아니라 사회와 인간에 근본적인 변화를 초래했다. 사회조사는 모든 사실이 완전히 공개되어야 한다는 기본 원칙을 통해 온갖 선입견과 무지로부터 인간의 구원을 약속하는 한편, 사회를 완벽하게 투시해서 기술적으로 조종할 수 있다고 확신했다. 사회는 일종의 자연적 질서에 의해 다스려지고 있는데, 사회조사는 바로 이 숨겨진 질서를 밝혀낼 수 있고, 이와 함께 지도적인 정신적 권위 및 권력으로서 인간의 올바른 행위에 대한 처방을 제공할 수 있다는 것이었다. 모든 사람이 현실의 진정한 모습을 알게 되면, 보다 영리하고 공정하게 그리고 보다 많은 정보를 갖고 상호 관계를 맺을 수 있으며 보다 현명한 정책적 조치를 취할 수 있기 때문에, 궁극적으로는 공공의 복지가 증진되리라는 생각이었다.
그러나 사회조사에 의해 사적인 것이 공개되고 자료가 일면적으로 축소 선별되며 사회가 일종의 변수의 세계로 구성됨으로써 인간 자신의 구체적 현실은 배제되었다. 사회조사는 가치중립적 경험론을 표방함에도 불구하고 인간의 개성과 인격에 근간이 되는 사적 공간을 제거함으로써 개별 인격체로서의 인간을 사회적 존재로 사회화하고, 정보의 제한이 존중되어야 비로소 성립될 수 있는 모든 개인적 관계를 해체하는가 하면, 이와 아울러 사회의 비인간화를 야기한 이데올로기라고 할 수 있다. 사회조사에 의해 이루어지는 개별 연구가 모두 무익하고 무의미하며 유해하다고 할 수는 없지만, 하나의 프로그램과 사업으로서의 사회조사는 학문적으로 미심쩍고 인간적으로 무례하며 사회적으로 해로운 모험이다. 따라서 사회조사의 자기 절제와 성찰이 요청된다고 하겠다.

영어초록

Empirical social research as one of most important methods of social science has given rise to a radical change of social science as well as of society and human being. With the principle of complete publicity of all the social facts social research has promised the salvation of human being tram the ignorance and prejudices and assured of the transparent examination and technical manipulation of society. According to an outlook on the world of social research society is ruled by a hidden natural order, which social research as a leading spiritual authority and power will reveal to deliver the directives for the right action of human being. If social research informs everybody of true features of social and human reality, he or she will interact with one another with more cleverness, fairness and intelligence and adopt wiser political measures, which eventually serves a general welfare.
However, empirical social research has been a force that makes the private life public, selects and reduces the data unilaterally and constructs a world of variables, which breaks down human being"s own reality. No matter how social research professes itself to be empirically neutral, it is a ideology, which destroys the private space that founds the human individuality and personality and socializes the human being as an individual character into a social being, deconstructs all individual relationships that can be constructed only on the basis of the restriction of individual information, and so leads to a dehumanization of society. Though separate social research may not be futile, meaningless and harmful, social research as a whole is scientifically dubious, humanly impolite and socially detrimental adventure. Therefore, social research as a program and business is called upon to reflect on its own task.
