전시 작전통제권 전환과 국가의 전쟁수행: 개념과 과업의 분석 (The Transfer of Wartime Operational Control and Conduct of War : Re-establishment of Concept and Tasks)

초록

현재 한미 양국은 2012년 4월 17일에 전시 작전통제권을 전환하는 것으로 합의한 상
태에서 이를 구현하기 위한 준비와 협의를 진행하고 있다. 어떤 형태로 전환되든 한반
도에서 전쟁이 발발할 경우 한국군 또는 한국 정부의 책임성과 주도성이 강화되는 것은
명확하다. 특히 한국 정부는 지금까지 미국의 전쟁수행에 일방적으로 의존함에 따라 주
도적인 전쟁수행에 관한 경험이 미흡하다는 점에서 전시 작전통제권 전환 이전에 주도
적인 전쟁수행을 위한 정부의 역할과 기능을 명확하게 식별해야할 필요성이 크다.
지금까지 전쟁과 관련한 정부의 소극적인 역할에 초점을 맞추었다고 할 수 있는“전쟁
지도”라는 용어에서 탈피하는 가운데, 한국 정부는 정부, 군대, 국민이라는 전쟁수행의
3요소가 구비하고 있는 역량을 효과적으로 통합할 수 있는 체제와 방법론을 구비하고,
전∙평시의 일관성있는 전쟁 대비 및 수행을 보장할 필요가 있다. 특히 군대의 건의를
승인하는 정도에 만족하지 말고, “적국 및 전략환경 평가, 전쟁의 목적과 목표의 정립,
전쟁수행계획 수립, 유리한 국제환경 조성, 국가 제역량의 통합, 군사작전의 지도”등의 핵심적인 과업들을 주도적으로 수행함으로써 전쟁수행의 주체로서의 역할과 기능을 복
원하여야 한다. 또한 국가안보회의의 기능을 강화함으로써 평시와 전시의 유기적인 연
결을 보장하고, 전쟁수행에 관한 국가의 중지를 수렴할 필요가 있다.

영어초록

The Wartime Operational Control over ROK Forces will be transferred to ROK Joint Chiefs
of Staff by April 17, 2012. Although ROK and U.S. defense authorities have to discuss more on
the details and specific road-maps for the smooth transition, the responsibility and leadership of
ROK government of the future war will be increased regardless of the final outcome of the
discussion. Because ROK government relied heavily on the U.S. leadership of the war in the
past due to the existence of Combined Forces Command commanded by U.S. four star, it will
have lots of tasks to fulfil for the seamless transfer.
Most of all, ROK government need to discard the current term of “Guidance of War” for its
role in war and be ready to take the leading role in the whole conduct of war and mobilization
and integration of all the instruments of national power for the victory of war. It should not stop
at the role to approve the recommendations of the military, and instead it should manage the
practical tasks for the victory of war including the assessment of the enemy and the strategic
environment, establishment of the goals and objectives of the war, shaping the favorite
international environment, integration of all the instruments of national power and direction of
military operations. And also, the ROK government needs to strengthen the structure and
function of National Security Council in order to ensure the smooth transition from peacetime to
wartime and the incorporation of all the wisdoms and opinions necessary to win the war.
