초록

본 연구는 최근 동남아 지역에서 확산되고 있는 초국가적 테러리즘의 현황을 살펴보
고, ‘지역 거버넌스’(regional governance) 차원에서 동남아 개별 국가들의 테러방지
정책과 지역협의체로서 아세안(ASEAN)의 테러방지를 위한 지역협력 수준을 고찰하는
데 주요 목적이 있다. 최근 들어 국제테러리즘 방지를 위한 국제사회의 정책적 노력이
점차 확대되는 가운데 동남아 지역은 테러방지를 위한 지역협력 수준이 미약한 것으로
평가되고 있다. 그것은 제도적 차원에서 아세안이 지니는 합의제적 의사결정 방식의 문
제점에 기인한 것이기도 하지만, 보다 근본적으로는 동남아 개별 국가들의 국내 정치적
요인들이 테러방지를 위한 국가 간 협력과 지역 거버넌스를 제약하는 주요한 요인으로
작용하기 때문이다. 실질적으로 상호 신뢰와 협력 차원에서 아세안은 그 동안 경제 부
문을 중심으로 한 상호의존성이 크게 증대되었음에도 불구하고, 안보 부문에 있어서는
국제테러리즘에 대한 국가 간 인식의 차이와 국내 정치적 요인들이 테러방지를 위한 국
가 간 협력체제와 지역 거버넌스를 구축하는데 주요한 장애요인으로 작용하고 있다.

영어초록

The purpose of this study is to explore the present state of transnational terrorism in Southeast
Asia, and to investigate the counter-terrorism policy of each country and the regional
cooperation for counter-terrorism of the Association of Southeast Asian Nations(ASEAN) as a
regional consultant body at the dimension of regional governance. Recently, while the endeavor
and pressure for counter-terrorism of international society was increased, the level of regional
cooperation for counter-terrorism in Southeast Asia is relatively evaluated very low. It is
because of domestic political factors which restrict regional cooperation and governance for
counter-terrorism more fundamentally as well as the problem of consensual decision-making in
the ASEAN. Actually, at the dimension of mutual confidence and cooperation, the ASEAN
largely increased their interdependence in the economic sector, but the cognitive difference of
each country to international terrorism and the domestic political factors operated to obstruct
regional cooperation and governance for counter-terrorism in the security sector.
