This study is to analyze how the cadres of villagers’ committee choose their role and what
their chosen role is on the process of carrying out villagers’ self-government. The villagers’
committee, the executive organization for villagers’ self-government, is composed of the cadres
selected by direct election. But this doesn’t mean that the party-state gave up holding the reigns
in the villages.
The villagers’ committee should carry out not only the tasks of self-administration affairs, but
also the tasks of official affairs required by the higher government called township government.
Consequently, the cadres of villagers’ committee must play the dual role as a common agent for
the country and villagers.
Therefore, the cadres of villagers’ committee face with a dilemma of the role choice caused
by dual pressure from the township government and the villagers in the case of both sides having
conflicts. This dual pressure, however, also offers political opportunity for the cadres of
villagers’ committee to choose their role.
For that reason, the cadres of villagers’ committee try to maximize their own benefit and
minimize their damage through choosing one of the role models, such as township government’s
agent model, neutral agent model, independent agent model (or autonomous agent model) and
villagers’ agent model.
This study will examine what the dual pressure means, and how the township government and
villagers put the pressure on the cadres of villagers’ committee at first. After that, it will also
define what factors the cadres of villagers’ committee consider when they face with the role
choices. Finally, the patterns of role chosen by the cadres of villagers’ committee are explained
based on the research material of field survey.
