참여형 커뮤니티디자인의 성과 요인 분석 : 남양주시 마을가꾸기 사업을 대상으로 (An Analysis on the Achievement Factors of Participative Community Design : A Case Study of NamYangJu City)

초록

연구배경 2000년대 들어 확산되기 시작한 커뮤니티디자인은 거주민들의 자발적인 참여를기반으로 하여 구도심의 활성화와 지역 정체성을 반영한 경관정비에서 중요한 역할을 하고있다. 그러나 행정중심의 일률적인 사업전개와 경관과 주민구성원의 특성을 고려하지 못한획일적인 접근방식의 개선에 대한 객관적 평가가 요구되고 있다.
연구방법 본 연구에서는 2007년부터 커뮤니티디자인 사업을 시 전역에서 전개해 온 남양주시 마을가꾸기를 대상으로, 사업유형을 전원형과 도심형으로 경관유형을 분류하고, 그에따른 커뮤니티디자인 사업 추진성과와 특성의 평가를 통해 경관특성에 맞는 추진방법의 개선방안 제시하고자 한다.
연구결과 본 연구의 결과는 다음과 같다. 첫째, 커뮤니티디자인 추진마을에 대한 평가의 결과, 추진 후 주거 및 경관, 교류의 만족도가 높아졌고, 사업성과의 지속성과 파급효과도 높은것으로 나타났다. 특히 참여 주체의 적극적인 참여와 지역 일상에 부합된 사업전개가 커뮤니티 만족도에 더 큰 영향을 미쳤다. 그 중에서 전원지역이 도심지역에 비해 커뮤니티형성및 커뮤니티디자인에 대한 만족도가 높았으며, 지역애착과 커뮤니티 의식함양이 커뮤니티디자인 성과를 높이는 주요한 요소로 나타났다.
결론 커뮤니티디자인 사업의 높은 성과와 만족도에도 불구하고 참여 주체의 활동성을 고려한 사업예산의 운영과 행정의 사업 지원, 그리고 전문가의 지속적인 지원 등이 미흡했다.
이후 지속적인 커뮤니티디자인 사업을 위해서는 바로 이 점이 개선되어야 할 것이다. 본 연구가 지역의 경관 특성에 맞는 디자인 및 커뮤니티 형성방법의 개선에 유효한 시사점을 제공할 수 있기를 기대한다.

영어초록

Background Recently, the stream of community design through residents' voluntaryparticipation is spreading all over the nation and contributing to the developmentof the local cultural environment. Also, activities such as community businesses andcooperatives have contributes to remarkable progress in urban areas. But, effectivemethods for establishing a sustainable residence environment that take into account thelocal landscape and characteristics of the community are needed. For such a project,experts' and residents' organized evaluation is becoming more important. The purposeof this study is the proposal of effective evaluation methods and verified achievementcharacteristics for community design support based on the local environment andmethods.
Methods First, we analyzed the characteristics of the community design problem andanalysis methods by classified landscape and domestic community environment,Second, a case study was carried out the Namyangju City's 'Maulgakugi CommunityDesign' project, which promoted the area's regeneration through the participation of thelocal community. Furthermore, basic factors for evaluation were identified via literatureresearches and reports. Satisfaction level and the community design’s effects were analyzedby SPSS 18.0.
Results A survey and an analysis on the problems and improvement of the evaluationmethods were conducted, and the relationship between the satisfaction and collaborationlevels of the main agents in community design was explored. The results are as follows.
First, the town that presented a high satisfaction level of the residents' communitydesign had ‘a high participation level’, ‘community communication’, ‘an idiosyncratictownscape’, ‘sustainable use’ and was located in a natural townscape area. Second, thesatisfaction factors of community design were ‘ripple effect’, ‘local attachment’ and the‘development of a community consciousness’. Third, the organization of the supportsystem, such as a special support group and an ordinance, was needed.
Therefore, the support and the collaboration of main agents such as residents, experts,and the administration are required for enhancing the spontaneity and professionalism ofresidents based on the continuous development.
Conclusion Through this research, we gained achievement characteristics and animprovement in the direction of local community design. Meanwhile, sustainablecommunity design requires more sustainable activities and better management ofcommunity organization. We expect that this study can contribute to the improvementof the evaluation methods of community design for developing a pleasant and attractiveresidential environment.
